Periodic inspection, testing and maintenance of compressed gas cylinders, fire extinguishers and fixed fire-fighting systems on board the Isle of Man flag ships
The Isle of Man Government has notified the Society of periodic inspection, testing and maintenance of compressed gas cylinders, fire extinguishers and fixed fire-fighting systems on board the Isle of Man flag ships as per attached (Industry Circular Nos. 6 and 2). During the regular Surveys of Safety Equipment, a Surveyor will ascertain that those inspection, testing and maintenance on board the ships is subjected to the Circulars, and carry out necessary tests / inspections. Please be informed that Malta Maritime Authority has instructed on applying Council Directive 96/98/EC on marine equipment as amended, to the equipment installed on board Maltese flagged vessels. Malta Maritime Authority is now preparing to transpose the Directive into Maltese Law. In this connection, the Authority has instructed us on the implementation of the Directive in advance. According to this instruction, the equipment which will be newly installed on board Maltese flagged vessels should be affixed with the conformity mark (wheel mark) of the Directive. Please be kindly informed that we have been advised by the Liberian Government and the Marshall Islands Government with regard to maintenance and inspection of fire-protection systems and appliances on board Liberian / Marshall Islands flag ships as per attached. A marine notice number from the Liberian Government is FIR-001 and No. 2-011-14 from the Marshall Islands Government, and attached hereto is the notice from the Liberian Government only. Requirements of Maltese Government for Immersion Suits and Thermal Protective Aids
It have been informed in the Technical Information No.160 with regard to immersion suits and thermal protective aids for Maltese registered cargo ships not equipped with totally enclosed/free-fall launching lifeboats. We hereunder summarize the Maltese requirements as contained in the Technical Information No. 160 and inform you as to issuance of exemption certificate to Safety Equipment Certificate. The summary of the decision taken at seventy-fourth session of the Maritime Safety Committee (MSC 74) held from 30 May to 8 June 2001 is given hereunder for your information. 1Adoption of mandatory instruments The following amendments to conventions and mandatory instruments with references made to the convention have been adopted. They will come into force automatically by the tacit acceptance procedure. (I)Amendments to chapter VII of the SOLAS Convention (Resolution MSC.117(74)) Regulation VII/14.2 which defines INF Cargo by making reference to the IMDG Code has been amended. Consideration at IMO regarding mandatory requirement of installing VDR on board existing ships
A VDR (Voyage Data Recorder) is shipborne version of "black box" used for aircraft. It records conversations at the navigation bridge, VHF radio communication, speed, course and other information on the ship's condition for 12 hours. Installation of VDR became mandatory by the amendments made to the SOLAS Convention (MSC.99(73)) to the following ships: (Matters already decided) (a) New ships (ships constructed on or after 1 July 2002) I) Passenger ships engaged on international voyages ii) Cargo ships of 3000 gt and over engaged on international voyages. Fire protection for external high pressure fuel delivery lines between the high pressure fuel pumps and fuel injectors, and flammable oil piping
According to the 74 SOLAS 94 Amendment Chapter II-2 Regulation 15, new regulation has been added in the NK Rules Part D Chapter 1. All ships the keels of which were laid or which were at a similar stage of construction before 1 July 1998 of 500 tons gross tonnage and upward and which are engaged in international voyage shall comply with the following requirements by 1 July 2003. . 1. All external high pressure fuel delivery lines between the high pressure fuel pumps and fuel injectors are ; 1) to be protected with a jacketed piping system capable of containing fuel from a high pressure line failure. Recently the International Association of Classification Societies (IACS) adopted as its Recommendation 74 a brochure titled "A Guide to Managing Maintenance". PSC Focused Inspection Program to be conducted by AMSA (The third stage)
Please be kindly informed of the followings in relation to the recent status of the Port State Control (PSC) undertaken by the Australian Maritime Safety Authority (AMSA). The ship owners and ship management companies managing ships entering Australian ports are requested to pay due attention especially to routine maintenance of the relevant equipment and to management of personnel onboard. As informed in NK Technical Information No. 388 of 25 December 2000 and No. 397 of 26 March 2001, the focused inspection regime has been implemented by AMSA in addition to their usual PSC activities. As you well know, any discharge of oil mixtures with oil content exceeding 15 ppm from the machinery space is prohibited into sea under the Regulations of MARPOL 73/78 Annex I. Furthermore, any ship of 10,000 tons gross tonnage and above shall be provided with arrangements for an alarm and for automatically stopping any discharge of oily mixture when the oil content in effluent exceeds 15 ppm. Therefore, it is not allowed that any discharge pipe is directly connected to overboard discharge line with by-pass from oily water separators. Even if there is no fixed direct discharge piping arrangement, it is, also, prohibited that the discharge piping is connected easily by means of rubber hoes or some portable pipes as a temporary arrangement. At the 46th session of IMO's Marine Environment Protection Committee (MEPC46) held from 23 April to 27 April 2001, amendments were made to the MARPOL convention as one of the countermeasures after the ERIKA accident. Exemption from installation of a Radio Direction Finder on Singapore Flag Ships and Bahamian Flag Ships
Regulation V/12(p) of the 1988 Amendments of 1974 SOLAS Convention specifies the requirements for installation of a radio direction finder and for exemption from its installation on certain conditions. The Singapore Government and the Bahamian Government have notified the Society of conditions for the exemption, and procedures for the exemption and for the issue of an exemption certificate for a ship flying their flags. Decisions taken by This Society in the Wake of ERIKA
As you know well, the following enhanced requirements have been taken by this Society in the wake of ERIKA accident and are to be entry into force on 1st July 2001 to further improving safety at sea and protection of the marine environment. 1. All ballast tanks sharing a common plane boundary with cargo tanks with heating coils shall be examined internally on an annual basis on tankers subject to ESP after the ship has reached 15 years of age. Tankers or areas in tanks where coating was found to be GOOD condition at the previous intermediate or special survey, may be specially considered by the attending surveyor(s). 2. Preparation of "Stability Information" in accordance with the amended Part U of NK Rules and Guidance of English version

Existing fixed Halon system is to be phased out by 1 January 2002, or earlier if a major refit is undertaken and a fixed fire-extinguishing system complying with MSC/Circ.668 "alternative arrangements for Halon fire-extinguishing systems in machinery spaces and pump- rooms" is to be fitted. 3. Introduction of proposed amendments to the international convention - Safe Access (draft SOLAS Regulation II-1/12-2)
At the IMO's DE (Design and Equipment) Sub-Committee held from 5 March to 9 March 2001, as one of the countermeasure to eliminate substandard ships in response to the ERIKA disaster, a draft amendment to SOLAS regulations was prepared. The draft regulation was developed based upon the understandings that safe access arrangements are essential in order to ensure appropriate surveys. Recent Status of PSC conducted by AMSA
Please be kindly informed of the followings in relation to the recent status of the Port State Control (PSC) undertaken by the Australian Maritime Safety Authority (AMSA). The ship owners and ship management companies managing ships entering Australian ports are requested to pay due attention especially to routine maintenance and operation of the relevant equipment. 1. AMSA has published "PORT STATE CONTROL REPORT 2000". According to the report, although the detention percentage was relatively low, 42 ships classed with NK were detained in 2000 because a great number of ships classed with NK entered Australian ports. Fire Control Plans for Singapore flag vessels
Please note that we have been advised by the Maritime and Port Authority (MPA) of Singapore that the following IMO resolutions and circular apply to fire control plans for Singapore flag vessels: 1. Resolution A.654 (16) Symbols on fire control plans must be the same shapes and colors as shown in Resolution A.654 (16). 2. MSC/Circ. 451 The location of, and the signage to, fire control plans for the assistance of shore side fire-fighting personnel, should comply with MSC/Circ. 451. 3. Paris MOU Concentrated Inspection Campaign on Cargo Securing
The Paris MOU has announced that cargo ships loaded with freight units will be the focus of a concentrated inspection campaign to check securing arrangements. Several incidents of cargo loss occurred in recent years due to improper securing of cargo led to the campaign. On 1 July 1997 new SOLAS rules for cargo securing entered into force requiring ships to carry an approved cargo securing manual detailing lashing equipment and arrangements. All freight units, including containers, must be loaded, stowed and secured throughout the voyage in accordance with manual. Shipboard Marine Pollution Emergency Plan for noxious liquid substances (SMPEP)
MEPC Resolution 78(43) Annex paragraph III regarding the amendments of MARPOL 73/78 Annex II comes into force on 1 January 2001. The new requirements adopted as Reg.16 of MARPOL AnnexII require that every tanker which is certified to carry noxious substances in bulk of 150 gross tonnage and above shall carry on a Shipboard Marine Pollution Emergency Plan (hereafter referred to as SMPEP) approved by the Administration not later than 1 January 2003. PSC Focused Inspection Program to be conducted by AMSA
This is to bring to your attention that the Australian Maritime Safety Authority (AMSA) has announced the focused inspection regime in addition to their usual Port State Control (PSC) activities. According to the Marine Notice attached hereto, PSC inspections will be carried out with focus on specific area of a vessel's operation for a period of two years. The program will change every four months allowing six areas to be addressed over the period. According to the IACS UR M 20.5 being enacted, the following regulation has been added in NK Rules Part B Chapter 1 General and comes into effect from 1 January 2001. " At the time of drydocking, a dock trial may be required at the discretion of the attending surveyor to confirm satisfactory operation of main and auxiliary machinery. If significant repairs are carried out to main or auxiliary machinery or steering gear, consideration is to be given to a sea trial to the attending Surveyor's satisfaction." Maximum shock-cooled flue gas temperature of shipboard incinerators
As informed by NK Technical Information No. 350, shipboard incinerators installed on board ships on or after 1 January 2000 are required to be of those approved by the flag administration taking into account the standard provided in MEPC.76(40) under Regulation 16 of Annex VI to MARPOL73/78. While the Annex has not yet come into effect, it would retroactively be applied to incinerators installed on board ships on or after 1 January 2000, and those not approved by the flag administration would be required to be replaced when it comes into force in the future. Therefore, it is suggested that incinerators to be installed on board ships should be of a type complying with an appropriate standard, even before the entry into force of the Annex. Where repairs to hull, machinery or equipment, which affect or may affect classification, are going to be carried out by a riding crew during a voyage, they are to be planned in advance. A complete repair procedure including the extent of proposed repair and the need for surveyor's attendance during the voyage is to be submitted to and agreed upon by the Surveyor reasonably in advance.
