MLC related Seafarer Recruitment and Placement Service Certification
In order to support implementation of the MLC Convention, ClassNK offer voluntary certifications for Seafarer Recruitment and Placement Services to certify compliance with convention provisions required by the Convention.
ClassNK provides certification for seafarer recruitment and placement service providers in line with Regulation 1.4 (recruitment and Placement) of Maritime Labour Convention 2006 (MLC 2006) which was adopted by the International Labor Organization (ILO) in 2006 to help ensure the safety and protect the rights of seafarers.
The MLC 2006 requires that ship owners who make use of seafarer recruitment and placement services in countries or territories that have not adopted the MLC to confirm that their service providers are in conformance with convention standards.
As a result of this regulation demand for certification by independent organizations is growing rapidly in the global manning industry. In order to support these efforts, ClassNK developed a new certification standard in order to assist both ship-owners and recruitment and placement service providers in their efforts to comply with the new convention.
As a classification society, our mission has always been to support the development of the maritime industry, and as the needs of the industry have changed, ClassNK is increasingly being called upon to address not only the hard aspects of ship construction, but also “soft elements” like seafarer training and certification.

A Certificate of Compliance for Seafarer Recruitment and Placement Service Providers will be issued when the initial assessment has been carried out by our assessors, and the services of Seafarer Recruitment and Placement Service Provider are found to conform to the requirements of the MLC 2006.
