Requirements adopted by IMO at MEPC 45

The following is a summary of the decision made by IMO's Marine Environment Protection Committee held from 2 to 6 October 2000 regarding adoption of requirements. Further details for the implementation by this society will be informed in due course.

1 Amendments of Annex V to the MARPOL 73/78 Convention (Resolution MEPC.89(45))
The following amendments are adopted, which will enter into force on 1 March 2002.
(1) Regulation 1(2)
The definition of "Nearest Land" has been inserted.
(2) Regulation 3(1)(a) and 5(2)(a)(I)
"incinerator ashes from plastic products which may contain toxic or heavy metal residues" will be prohibited to dispose into the sea, both inside/outside of the special areas.
(3) Regulation 9(1)(b) and 9(3)(a) as well as appendix
Spanish has been added to the language to be used. The placard and the Garbage Record book will be allowed to be written in Spanish language.

2 Amendments to the IBC Code (Resolution MEPC.90(45))
The following amendments are adopted, which will enter into force on 1 July 2002.
(1) Hose
Hoses installed on or after the above date will be required to be prototype tested, e,g, pressure test and other tests.
(2) Personnel protection
Medical first-aid equipment, based on the guidelines developed by IMO (The Medical First Aids Guide for Use in Accidents Involving Dangerous Goods (MFAG)) will be required.
(3) Carriage of carbon disulfide
In addition to the carriage under water pad, carriage under suitable inert gas pad will be accepted.
(4) Training
Officers will be required to be trained in accordance with the guideline developed by IMO (The Medical First Aids Guide for Use in Accidents Involving Dangerous Goods (MFAG))

Please note that ventilation requirements introduced by our Technical Information No. 324 (9 August 1999) have been adapted by MEPC 43 (7 July 1999) As the IBC Code is referred to by SOLAS Convention, in addition to MARPOL Convention, the above amendments to the IBC Code adopted by MEPC 45 as well as amendments regarding ventilation requirements will be adopted separately by the Maritime Safety Committee (MSC) scheduled from November to December this year. (Date for entry into force will be on 1 July 2002, harmonizing with the date under MARPOL convention)

3 Amendments of BCH Code (Resolution MEPC.91(45))

The same amendments which made to the IBC code were adopted. They will enter into force on the same date as given in the IBC Code.
