Fuel Oil Controls by the State of California, USA
As already advised in ClassNK Technical Information No. TEC-0687 dated 14 December 2006, fuel oils used onboard ships will be newly regulated by the State of California, USA (hereafter referred to as "CA") in its territorial waters. This ClassNK Technical Information provides a summary of the new regulation on fuel oil controls by CA within its territorial waters. Fuel Oil Controls by CA The following requirements are specified in Section 2299.2, Title 13 and Section 93118.2, Title 17, California Code of Regulations. 1. The notation of "In Water Survey"(abbreviated to IWS) is affixed to the Classification Character of the ships approved for In-water surveys in lieu of Survey in the dry dock or on the slipway according to the Amendments to Part A of the RULES FOR THE SURVEY AND CONSTRUCTION OF STEEL SHIPS on 15 April 2009. Therefore, Classification Character of ships which have been already approved for In-water survey and denoted "IWS" as Special Description, is affixed by the notation (IWS) instead of Special Description, in line with the following procedures. 1. Application of the service suppliers for examination of lifeboats, their on-load release gears and launching appliances of Panamanian flag ships
As informed by ClassNK Technical Information No.TEC-0693 dated 12 April 2007 and No.TEC-0721 dated 26 December 2007, in case where the manufacturer-certified service suppliers are not available for the Annual Through Examination of the lifeboats, their on-load release gears and launching appliances for Panamanian flag ships, an individual authorization from Panama Maritime Authority (PMA) is required in a case by case basis to carry out the above examinations by the service suppliers who are not certified by the manufacturers. Recently, PMA has instructed ClassNK to use the attached application form (Application For Service Station Approval (Form Code: F-SEG-01-06-01)) to apply the above authorization. At IMO MSC85 held on 26 November 2008 to 5 December 2008, the Resolution MSC.277(85) “Clarification of the term “Bulk Carrier” and guidance for application of regulations in SOLAS to ships which occasionally carry dry cargoes in bulk and are not determined as bulk carriers in accordance with regulation XII/1.1 and chapter II-1” has been adopted. Malta Maritime Authority has notified ClassNK of the Administration Requirements, Item 1.17.1 for periodical maintenance, inspection and testing for fire protection systems, and appliances and compressed gas cylinders onboard Maltese flagged vessels as per attached. The requirements of portable fire extinguishers are amended in accordance with IMO Resolution A.951(23), however, test pressures of hydrostatic test are not changed. Further, the requirements of cylinders for refrigerant gases and gases for burning equipment are deleted. Carriage of immersion suits for the additional liferaft on cargo ships flying Singapore Flag
The Singapore Government has notified of the requirements of carriage of immersion suits for the stored position of the additional liferaft required by SOLAS Reg.III/31.1.4 mentioned in SOLAS Reg.III/32.3.3 by Res.MSC216(82) for that flagged ships. In response, ClassNK Technical Information No.TEC-0667 Paragraph 2 item (6) & (8) "the requirement of additional immersion suits for Singapore flag" issued on 6 July 2006 has been modified as follows. Helicopter facilities on the ships sailing in Australian waters
The Australian Government has noticed ClassNK of "Australian Code of Safe Practice for Ship-Helicopter Transfers" for the Helicopter facilities on the ships sailing in Australian waters. For the Helicopter facilities on the ships sailing in Australian waters, it is required to comply with the Australian domestic law. Recently, when making a port call to Australia, it is reported that the case of frequent pointing out of defects on the Helicopter facilities by Australian Maritime Safety Authority (hereinafter referred to as AMSA). And also, AMSA has reminded us of the necessity to comply with "Australian Code of Safe Practice for Ship-Helicopter Transfers". New Guidelines related to the Paris Memorandum of Understanding (Paris MOU) for Panamanian Ships of 20 years of age or more
Panama Maritime Authority has notified ClassNK of Merchant Marine Circular No.173 (hereinafter, the circular) regarding guidelines related to the Paris Memorandum of Understanding (hereinafter, Paris MOU) as per attached. As per the Circular, all vessels of twenty (20) years of age or more, which are calling at a port or operating within the ports of country members to the Paris MOU, are required to undergo an occasional survey in order to improve the performance of the Panamanian Registry within the Paris MOU. In case the vessel departs to a port located within a member country of the Paris MOU or the vessel is operating within the ports of member countries of the Paris MOU, please arrange an occasional survey according to the said guidelines. According to Regulation 11 of MARPOL Annex IV, sewage that has been stored in holding tanks shall not be discharged instantaneously but at a moderate rate while the ship is en route and proceeding at not less than 4 knots; the rate of discharge shall be approved by the Administration based upon standards developed by the Organization. However, Regulation 11 has been amended by IMO Resolution MEPC.164(56) dated 13 July 2007 and the discharge rate shall now be approved by the Administration based upon IMO resolution MEPC.157(55). Air pressure test of immersion suit and anti-exposure suit seams and closures, and special requirements of Administrations for the test
The Maritime Safety Committee of IMO at its seventy-eighth session (May 2004), approved the MSC/Circ.1114 “Guidelines for periodic testing of immersion suit and anti-exposure suit seams and closures”. The Guidelines are attached for your easy reference. These Guidelines recommend that the immersion suit and anti-exposure suit be subjected to the air pressure test such at intervals not exceeding three years, or more frequently for suits over ten years of age at a suitable shore-based facility equipped to make any necessary repairs in accordance with the manufacturer's recommendations. However, the air pressure test may be carried out on board ship if suitable equipment is available. Carriage of immersion suits on cargo ships flying Marshal Islands Flag
The Marshal Islands Government has notified of carriage of immersion suits for that flagged ships by Marine Notice No.2-011-5 Rev. 10/08 as follows. And, the following supersedes ClassNK Technical Information No.TEC-0673, Paragraph 4. "Marshal Islands flag" issued on 6 October 2006. 1. A normal work location is a location where a crew member regularly carries out normal work functions. Examples include but are not limited to: control rooms, machine shops, galleys, offices, and remote lookout positions. These locations would be considered remote if the individual could not reasonably retrieve their assigned immersion suit in the event of an emergency. 2. The revision of IBC Code, BCH Code and MARPOL 73/78 Annex II (MSC219(82)/MEPC166(56)), which is applicable to chemical tankers and ships carrying noxious liquid substances in bulk, will come to effect from 1 January 2009. In the current revision, mainly, cargoes which were not included in the cargo list of the last major revision (2004Amendment) are included, but names and application requirements of some of the cargoes which were already registered are also modified as shown in Attachment 1. Therefore, it might be required to re-issue the IBC/BCH certificate (COF). The Maltese Government have notified of embarkation arrangement for remotely located survival craft for that flagged ships as follows. The area where the remotely located survival craft, required by regulation 31.1.4 of SOLAS III, is stowed should be provided with requirements as follows in accordance with the interpretation circulated in IMO circular MSC.1/Circ. 1243. Following requirements should be applied to all ships regardless of date of construction. Japanese Government has informed ClassNK of following treatment regarding the certificate of fitness for ships carrying dangerous goods. (Hereinafter referred to as "DG certificate") It is required for Ships flying Japanese Flag to follow necessary procedure mentioned below. Other means of embarkation for remotely located survival crafts flying Panama Flag
The Panamanian Government has notified of embarkation arrangement for remotely located survival craft for that flagged ships by Merchant Marine Circular No.166 as follows. The area where the remotely located survival craft, required by regulation 31.1.4 of SOLAS III, are stowed should be provided with embarkation ladder or other means of embarkation enabling descent to the water in a controlled manner in accordance with 11.7 of SOLAS III according to the interpretation circulated in IMO circular MSC.1/Circ. 1243. As informed previously in ClassNK Technical Information No.TEC-0710, 0729 International Convention on the Control of Harmful Anti-Fouling System will enter into force on 17 September 2008. Also as you may know, EU countries have already requested that the vessel flying any one of EU country's flag and/or entering into EU ports should comply with the Convention from 1 January 2008. (Please refer to ClassNK Technical Information No.TEC-0528) Considering the situation mentioned above, on and after 1 January 2008 or 17 September 2008, PSC might target the vessels entering not only into EU ports but also into the port of which countries have ratified the convention respectively and inspect whether vessels are complying with the Convention. Accordingly ManaUI SC213(Rev.1) for non-Japanese flag ships "A knotted rope is not acceptable for this Rev.1"
UI SC213 (Rev.1) has been established as an interpretation of SOLAS Reg.III/31.1.4, III/7.2.1.2, III/11.4, III/11.7 and III/16.7. And, a part of ClassNK Technical Information No.TEC-0684, "UI SC213 for non-Japanese flag ships" issued on 7 December 2006 has been modified for use of knotted rope. Rev.1 of this UI is implemented for ships contracted for construction on or after 1 July 2008. This UI interprets liferafts required by SOLAS Reg.III/31.1.4 shall be regarded as "remotely located survival craft" with regard to SOLAS Reg.III/7.2.1.2. Issuance of Exemption Certificate for Panamanian Vessels
As ClassNK have already informed you by TEC-0732 (dated 1 May 2008), the Government of Panama (Panama Maritime Authority, hereinafter referred to as PMA) has notified ClassNK of Merchant Marine Circular NO.156 regarding issuance of Exemption Certificates as per attached. Please be informed of the procedures regarding the issuance of Exemption Certificates as follows. [In cases an Exemption Certificate is required as Panamanian ship for the first time] (New shipbuilding, Flag Change, etc.) 1. As informed by ClassNK Technical Information No.TEC-0698 dated 23 May 2007, the requirements for "Life-saving Appliances and Arrangements" in Chapter III of SOLAS will be partly amended with the effective date of 1 July 2008. This technical information provides the following outlines of the amendments to the requirements for "Operational readiness, maintenance and inspection" in Reg.III/20 of SOLAS: 1. The Singapore Government have notified of embarkation arrangement for the remotely located survival craft for that flagged ships as follows. The area where the remotely located survival craft, required by regulation 31.1.4 of SOLAS III, are stowed should be provided with embarkation ladder or other means of embarkation enabling descent to the water in a controlled manner as follows in accordance with the interpretation circulated in IMO circular MSC.1/Circ. 1243 dated 29 October 2007. Following requirements should be applied to all ships regardless of date of construction. Medical Oxygen Cylinders onboard Isle of Man flagged vessels
The Isle of Man Government has noticed ClassNK of the special requirements for carriage of Medical Oxygen Cylinders onboard the Isle of Man flagged vessels (Industry Circular No.11). For carriage of medical oxygen cylinders required by MFAG regarding IMDG Code/IBC Code/IGC Code, see Industry Circular No.11 (Revised February 2007) and the following items. 1. Where the required amount (40L) of medical oxygen are provided in a number of smaller capacity (e.g. 4 cylinders of approximately 10L each, or equivalent), one of the cylinders is to be stored in the hospital ready for immediate use. With regard to the subject matter, please note that the previous ClassNK Technical Information No. TEC-0720 is replaced by this issue for correction of the effective date and the handling of Chapter 10, Part 6 of "Guidance for the Approval and Type Approval of Materials and Equipment for Marine Use" (hereinafter referred to as "the Guidance"). As you know, Chapter 10, Part 6 of the Guidance, which specifies the requirements of the approval test for the crankcase explosion relief valves of diesel engines, was originally established on 1 November 2005 adopting IACS UR M66. Regarding this Chapter 10, Part 6 of the Guidance, so far, the effective date has been postponed according to the amendments of UR M66. Issuance of "Certificate of Environmental Awareness" for Ships with Reduced Environmental Impact
In recent years, the increasing demands for environmental conservation have been felt by all industries, and the maritime industry is no exception. Beyond the demands for greater corporate social responsibility, measures are being taken to prevent air and marine pollution, global warming, and the destruction of ecosystems. While adherence to international treaties and standards is only natural, there is an increasing demand to develop measures which go above and beyond these accepted standards. Panama Marine Authority has given notice to ClassNK of the following matters by Merchant Marine Circulars as summarized below. 1. Annual Test of AIS As from 1 June 2008, IMO MSC.1/Circ.1252 "Guidelines on Annual Testing of the Automatic Identification System(AIS)" is applied to Panamanian flag ships. At periodical SE surveys on or after 1 June 2008, ClassNK confirms completion of an annual test of AIS by an "AIS Test Report". Panamanian flag ships are requested: - to carry out annual test of AIS in accordance with the Guidelines by a qualified radio inspector of an approved radio firm, and - to retain the "AIS Test Report" issued by the radio firm on board the ship. Initial Survey and Issuance of Certificates for AFS Convention
