Survey Programme required for ESP Surveys
It has been required to submit a Survey Programme including survey items as part of preparation for the Special Survey in oil tankers, bulk carriers and ships carrying dangerous chemicals in bulk and for Intermediate Survey in bulk carriers over 10 years of age and in oil tankers and ships carrying dangerous chemicals in bulk over 15 years old of age. Exemption from decommissioning of Halon Fire Extinguishing System / Extinguishers on Cyprus Ships
The Cyprus Government has notified of the Circular No. 8/2004 for exemption from decommissioning of Halon 1301 Fixed Fire Extinguishing System and Halon 1211 Portable Extinguishers on board the ships, as attached. The key points of the new International Convention are introduced as follows. 1. Annual Performance Tests of Voyage Data Recorders (VDRs) and Approval of Firms Engaged in Performance Tests of VDRs
Regulation V/18.8 of 2000 amendments to SOLAS 74 prescribes that "The voyage data recorder system, including all sensors, shall be subjected to an annual performance test. The test shall be conducted by an approved testing or servicing facility to verify the accuracy, duration and recoverability of the recorded data. In addition, tests and inspections shall be conducted to determine the serviceability of all protective enclosures and devices fitted to aid location. A copy of the certificate of compliance issued by the testing facility, stating the date of compliance and the applicable performance standards, shall be retained on board the ship". The Greek Government has notified ClassNK for the extension of hydraulic pressure test for CO2 bottles and fire extinguishers of non-passenger vessels on board the Greek flag vessels as follows: Hydraulic pressure test of CO2 bottles and fire extinguishers for non-passenger vessels specified by the Greek Government can be extended by the Administration or the attending classification society issuing the vessel's statutory certificates, if there is no possibility to perform the test due to unavailability of shore facilities at specific ports or due to vessel's tight schedule. BC Code fitness certification
Attached hereto is the revised guidance for certification on fitness of ships for the carriage of solid cargoes in bulk in accordance with the provisions for the Code Practice for Solid Bulk Cargoes (BC Code) which developed by ClassNK. As previously advised in ClassNK Technical Information No. TEC-0538, the requirements of renewal criteria for side shell frames (IACS UR-S31) as a part of the Bulk Carrier Safety initiative come into force on 1 January 2004. The UR has now been incorporated to the ClassNK Rules. Ship Security System Audits for ships registered in Panama
As you may know, on 30 October 2003, the Panama Maritime Authority (PMA) issued Merchant Marine Circular No. 131 (Implementation of the ISPS Code) and announced eight Recognized Security Organizations (RSOs), (including this society), as authorized to undertake the verification process. According to the circular, the approval of the Ship Security Plans (SSPs) has been solely delegated to Phoenix Vessel Services, Inc. (PVS), however actual audits for ships will be carried out by the eight RSOs mentioned in the above circular. Following submission of a report prepared by the RSO verifying the compliance with the approved SSP, the PMA will issue the International Ship Security Certificates (ISSCs). Commencement of Ship Security System Audits
As has been advised through various sources, including ClassNK Technical Information, the Diplomatic Conference of the SOLAS convention held in December 2002 adopted a set of new requirements for maritime security measures, I.e., the new SOLAS Chapter XI-2 and the ISPS Code (the International Ship and Port Facility Security Code), which will come into force on 1 July 2004. Passenger ships, and cargo ships of 500 GT or above, as well as mobile offshore drilling units engaged on international voyages must have an international ship security certificate on board by 1 July 2004. It has already been informed by ClassNK Technical Information No. TEC-0522 of 15 May 2003 about periodic servicing of launching appliances regarding Greek flagged vessels. The Greek Government has notified the Society of revised instructions in relation to this matter. According to the instructions, the static load test of 1.1 times maximum working load (fully loaded and equipped survival craft) for winch breaks to be carried out instead of the dynamic test prescribed in Regulation 20.11.1.3 of Chapter III of 1996 Amendments to 1974 SOLAS, in case of the winch brakes of launching appliance of ships constructed before 1 July 1986 which do not comply with the requirements of Regulation 48 of Chapter III of 1983 Amendments to 1974 SOLAS. A summary of the decisions taken at the forty-ninth session of the Marine Environment Protection Committee (MEPC 49) held from 14 July to 18 July 2003 is given hereunder for your information. 1. Phasing out for single hull tankers (reference is made to the Attachment 1) The amendment to MARPOL Annex I, based on EU proposal demanding further acceleration of the phase-out timetable for single hull tankers, a ban on the carriage of heavy grades of oil in single hull tankers and CAS to be applied to tankers of 15 years of age and over, was approved with some pending issues. An extra session of MEPC as MEPC50 will be held in December 2003 to consider the adoption of the amendment to the MARPOL Annex I. The Annex will enter into force in April 2005. Amendments to the SOLAS Convention relating to the Maritime Security Measures (Part 5)(Guidance for the implementation)
With regard to the outcome of the IMO's Maritime Safety Committee at its seventy-seventh session (MSC 77), matters relevant to amendments to the SOLAS Convention concerning maritime security measures have been advised in earlier ClassNK Technical Information No. TEC-0536. Following the decision taken at MSC 77, an MSC Circular, MSC/Circ.1097 "Guidance relating to the implementation of SOLAS Chapter XI-2 and the ISPS Code" has been circulated. The summary of the circular is given hereunder, where some of the decisions introduced in ClassNK Technical Information No. TEC-0536 have been re-produced. 1. Annual Testing and Shore-based Maintenance of Satellite EPIRBs on board Singapore flag ships
Maritime and Port Authority of Singapore has notified us of the subject as follows. 1. For annual testing of 406MHz satellite EPIRBs, IMO circular MSC/Circ.1040 "GUIDELINES ON ANNUAL TESTING OF 406MHz SATELLITE EPIRBs" should be applied. 2. For shore-based maintenance of satellite EPIRBs, 406MHz Satellite EPIRBs and/or L-band Satellite EPIRBs if fitted, IMO circular MSC/Circ.1039 "GUIDELINES FOR SHORE-BASED MAINTENANCE OF SATELLITE EPIRBs" should be applied. For any five consecutive annual testing, there should be at least one shore-based maintenance mentioned above. 3. Copies of the reports of those testing and maintenance carried out by an approved radio firm or by a service supplier/station whom the manufacturer recommends should be kept on boardThis Technical Information became null and void on 27 Feb 2017.

For shore-based maintenance of satellite EPIRBs, 406MHz Satellite EPIRBs and/or L-band Satellite EPIRBs if fitted, IMO circular MSC/Circ.1039 "GUIDELINES FOR SHORE-BASED MAINTENANCE OF SATELLITE EPIRBs" should be applied. The shore-based maintenance should be carried out at intervals not exceeding 5 years in accordance with the guidelines. 3. Bulk Carrier Safety:Water Ingress Detection and Alarm System
As previously informed by ClassNK Technical Information No. TEC-0498, 0507 and 0532 it has been discussed at IMO/IACS to improve Bulk Carrier Safety up graded requirements. At the seventy-seventh session of Maritime Safety Committee (MSC 77), Performance Standards for Water Level Detection and Alarm System on Bulk Carriers, which should be installed by first periodical survey (Annual, Intermediate or Special Survey) after 1 July 2004 as specified in Regulation 12 of SOLAS Chapter XII, was adopted. The Performance Standard had been drafted to be applicable to water level detection and alarm systems installed to ships after MSC 77, but this application date was eliminated.
