Amendments to Rules for Cargo Handling Appliances

"Rules for Cargo Handling Appliances" was partly amended to adopt ILO Convention No. 152 and the effective date of the amendments is 1 January 2005. The amendments to "Rules for Cargo Handling Appliances" require lifting appliances and their loose gears to take annual thorough surveys by a surveyor of ClassNK. And, an interval of load tests for lifting appliances will be changed from 4 years to 5 years after 1 January 2005. Further, after 1 January 2005, the ClassNK form of the register will be changed from the former form "REGISTER OF SHIP'S CARGO HANDLING MACHINERY AND GEAR" to the new form "REGISTER OF SHIP'S LIFTING APPLIANCES AND ITEMS OF LOOSE GEARS". Until now, ClassNK has permitted the carriage of Class 5. 2 dangerous goods (organic peroxides) under deck or in enclosed ro-ro spaces, based on SOLAS Reg. II-2/19 and MSC Circ. 1027 However, paragraph 7. 1. 1. 2. 4 of Chapter 7. 1 of the IMDG Code specifically states that Class 5. 2 dangerous goods can only be carried on the weather deck and any stowage of such Class 5. 2 dangerous goods under deck or in enclosed spaces is prohibited. It has been reported several times that overpressure and structural damage to cargo tank occurred in chemical tankers during loading operation, and alleged to be caused by malfunction of the High Velocity Vents manufactured by Niikura Kogyo Co., Ltd.
