On 12 May 2003, the Paris MOU announced that the new provisions of the Paris MOU (Paris Memorandum of Understanding on Port State Control) agreed last year will come into effect on 22 July 2003. Regulation 20.11.1.3 of Chapter III of the 1996 Amendment to the 1974 SOLAS Convention specifies that launching appliances should be subjected to a dynamic test of the winch brake at least once every five (5) years. Crew accommodation on ships registered to the Marshall Islands is not required to satisfy ILO convention requirements. However, the government encourages applying ILO Conventions No. 92 and No. 133. The government provides Documents of Compliance, which certify that shipboard accommodations comply with either ILO Convention No. 92 or No. 133. This optional certification will be issued, at the request of a ships owner or operator, upon satisfactory completion of the necessary plan review and shipboard surveys. Cargo handling appliances on ships registered to the Marshall Islands are not required to satisfy ILO convention requirements. However, the Government encourages to apply Articles 21 through 32 in PartⅢ of ILO Convention No.152. When Convention No.152 is applied, derrick systems onboard ship shall have an annual thorough examination instead of an annual inspection, of which fact will be recorded in the relevant ship's Cargo Gear Book. The "International Convention on the Control of Harmful Anti-fouling Systems on Ships" (hereinafter referred to as the AFS Convention) was adopted on 5 October 2001 at the end of a five-day Diplomatic Conference held at IMO Headquarters in London. The AFS Convention will enter into force twelve months after twenty-five States representing 25% of the world's merchant shipping tonnage have ratified it. Once the AFS Convention enters into force, ships shall be prohibited from applying or re-applying organotin compounds, which act as biocides in anti-fouling systems, from the date of entry into force.
