At the 107th session of the Maritime Safety Committee (MSC 107) in May 2023, amendments to SOLAS Chapter II-2 prohibiting fire-extinguishing media containing PFOS were adopted as Resolution MSC.532(107). At the MSC 110 in June 2025, a unified interpretation regarding verification by the maker's declarations and laboratory test reports that the extinguishing media containing PFOS are not used or stored on ships was adopted as MSC.1/Circ.1694. As the amendment of SOLAS will come into force on 1 January 2026, we would like to inform the requirements for necessary preparation in advance. 1. The Cyprus government has issued Circular No. 41/2021, which specifies the required arrangement and number of EEBD in paragraph 8 as follows; 1. Both MSC/Circ.849 and MSC/Circ.1081 should be followed 2. Irrespective of number of EEBD in place, at least 1 additional EEBD should be available onboard solely for training purposes and be clearly marked accordingly. Recently, multiple cases have been reported that some large size Vehicle Carriers which had fire in cargo space with consequent almost or total loss of cargoes. Japanese Administration studied the safety measure to avoid any casualties and to minimize cargo damage at similar accidents in future. As the result of study, "Measures for effective use of fixed foam fire-extinguishing systems" was concluded, as per attached to this Technical Information.
