Instructions by the administration of Cyprus regarding Guidance on providing Safe Working Conditions for Securing Containers on Deck (CSS Code Annex 14)
Instructions from several flag states regarding IMO MSC.1/Circ. 1352 (CSS Code Annex 14) were announced in ClassNK Technical Information No. TEC-0995 dated 1 August 2014. The administration of Cyprus has advised relevant parties, including ClassNK, of their instructions regarding the application of the CSS Code as per attached. According to the instruction, the CSS Code Annex 14 is to be applied as a mandatory requirement to Cyprus flagged vessels as follows. - Containerships with a date of keel laying on or after 1 January 2015 are subject to the provisions of Annex 14. - Existing containerships with a date of keel laying prior to 1 January 2015 are subject to the provisions of sections 4.4, 7.1, 7.3, and 8 in Annex 14; and - Existing containerThis Technical Information became null and void on 16 Mar 2017.
Maintenance, inspection and test of Fire-Protection Systems and Appliances on board the Cyprus-registered ships
The Cyprus Government has informed ClassNK of maintenance, inspection and test of Fire-Protection System and Appliances on board the Cyprus-registered ships as per attached (Circular No.14/2013). The previous ClassNK Technical Information No.TEC-0923 is now superseded. The provisions of this circular become applicable for each ship on the first safety equipment related survey on or after 31 May 2013. Information of the lifeboat release and retrieval systems from Cyprus Government
The Cyprus Government has noticed ClassNK of the information regarding evaluation and replacement of the lifeboat release and retrieval systems. Please be advised as follows. As for the guidance of MSC.1/Circ.1392, the Government requests to carry out the evaluation at the earliest opportunity and at the latest by 1 July 2013 for the existing lifeboat release and retrieval systems. Fall preventer devices (FPDs) in accordance with MSC.1/Circ.1327 are to be employed for each existing lifeboat release and retrieval system until the systems installed on board comply with the requirement of SOLAS regulation III/1.5. Air pressure test of immersion suit on board Cyprus and Sri Lanka Flagged Vessels
Instructions from the several flag states regarding air pressure test of immersion suit and anti-exposure suit seams and closures were informed by ClassNK Technical Information No.TEC-0756 dated 9 December 2008. The Cyprus Government and the Sri Lanka Government have notified ClassNK of the additional information concerning air pressure test of immersion suit on board Cyprus and Sri Lanka Flagged Vessels as per attached. According to the informations, the air pressure test may be carried out by trained ship's crews on board the ship subject to the several conditions required by the Cyprus or the Sri Lanka Goverment. The Cyprus Government enacts their national legislation including Council Directive 96/98/EC on marine equipment as amended by Commission Directive 2008/67/EC. Therefore the Cyprus Government has notified of instruction for the Directive as follows. The provisions of Commission Directive 2008/67/EC come into force on the 21st of July 2009. For the Cyprus vessels, the newly installed equipment which are listed in Annex A of the Directive should comply with the requirements of the Directive. The Cyprus Government has notified of embarkation arrangement for remotely located survival craft for that flagged ships as follows. The area where the remotely located survival craft, required by regulation 31.1.4 of SOLAS Chapter III, is stowed should be provided with an embarkation ladder or other means of embarkation enabling descent to the water in a controlled manner in accordance with regulation 11.7/Chapter III of SOLAS 74 according to the interpretation contained in IMO circular MSC.1/Circ. 1243. In this regard, please be advised that the interpretation for this requirement is as follows: 1. An embarkation ladder: means an embarkation ladder complying with Section 6.1.6 of the International Life-Saving Appliance (LSA) Code. 2. Carriage of immersion suits on cargo ships flying Cyprus, Isle of Man, Liberia and Singapore Flag
The Cyprus, Isle of Man, Liberia and Singapore Government has notified of carriage of immersion suits as follows. 1. The Cyprus government has notified of periodic servicing of launching appliances by Circular No.4/2005. Instead of the dynamic test in Reg. 20.11.1.3 of Chapter III of 96 Amendments to 74 SOLAS, a static load test with not less than 1.1 times the maximum working load (fully loaded and equipped survival craft) is applied to the winch brakes of launching appliances of ships constructed before 1st July 1986. Circular No.1/2004 "Instructions to Recognised Organizations to enhance Flag State Control over Safety Standards of Cyprus Standards of Cyprus Ships" has been issued by the Cyprus Government. The Circular has been issued to amend Circular No.19/2002 issued by the Cyprus Government with the intention of the enhancing safety standards of Cyprus flag ships and eliminating their detention by Port State Control. ClassNK has advised on Circular No.19/2002 by ClassNK Technical Information No. TEC-0479 dated 25 August 2002. The Cyprus Government has requested ClassNK to implement surveys and audit on Cyprus flag ships in accordance with the Circular No.19/2002 amended by Circular 1/2004. The Government of Cyprus has notified ClassNK of the regulations on survey of cargo handling appliances. Major revised points are as follows: 1. All lifting appliances regardless of their S.W.L. (including non cargo handling items, such as overhead cranes in engine room, provision cranes, F.O. davits etc.) provided on cargo ships having capacity of 100 GT or more and passenger ships irrespective of their capacity flying the Cypriot flag, are requested to have certificates. Lifting appliances of existing ships are to be approved, tested and certified, not later than the first annual or renewal class survey after 1 June 2002. 2. The regulations relating to personnel elevators are newly provided. We, ClassNK would inform that the Government of Cyprus had issued a Circular (see attachment) concerning the above subject. The points of the Circular No.01/2002 is as follows: 1. From 1 January 2001, the use of R22 or other HCFC (HydroChloroFluoroCarbon) refrigerants has been prohibited, for refrigerating/air-conditioning systems newly installed in the ships flying the flag of Cyprus. For systems with capacity less than 100kW, prohibition of HCFC will start on 1 July 2002. 2.
