Cyprus Requirements with regard to Fire Control & Life Saving Appliances Plans
The Government of Cyprus issued Circular 19/99 requiring that Cypriot flag vessels should be provided with Fire Control & Life Saving Appliances Plans that comply with the requirements of the Circular 19/99. A copy of the circular is attached hereto as an Attachment 1.
The points of the circular are:
(1) All Cypriot flag vessels are required to be provided with Fire Control & Life Saving Appliances Plans (hereinafter referred to as the "Plan") complying with the requirements given in paragraphs 2.1 to 2.8 of the Circular 19/99 not later than 31 December 1999. (Paragraph 1.3)
(2) The graphical symbols related to fire fighting and life saving equipment and appliances as set out in IMO Resolutions A.654(16) and A.760(18) should be used in the Plan. (Paragraph 2.2)
(3) Fire fighting and life saving equipment and arrangements on board the vessel should be marked with the same symbols that are shown on the Plan. All symbols should be in color. All other symbols and previous markings should be removed. (Paragraphs 2.8)
(4) The attending surveyors of authorized classification societies should ascertain the extent of compliance of the vessel with the requirements of paragraphs 2.1 to 2.8 of the Circular 19/99 at the time of the next renewal survey or at the time of the next MAS/IS whichever of them occurs first after the 1st January 2000. If the surveyor finds that the vessel in question does not comply with the aforesaid, a short term conditional certificate, etc. should be issued in accordance with the paragraphs 2.9. Of the Circular 19/99. (Paragraph 2.9)
The Society is ready to conduct the survey required by the Circular 19/99 on request following the procedure as described in the Attachment 2. The owners concerned are invited to make necessary preparations and apply for the survey to the Society.

Procedures to ascertain compliance of Cypriot flag vessels with the Circular 19/99 concerning Fire Control and Life Saving Appliances Plans
1. The time when the inspection should be conducted
Inspections of Cypriot flag vessels to ascertain the compliance with the requirements of the Circular 19/99 should be conducted by the attending surveyor at the time of SE/SPA renewal survey or SE MAS/IS (AS/PS under HSSC) whichever of them occurs first after the 1st January 2000.
2. Surveys
2.1 Applications for the survey
Application for the survey should be made to the nearest branch offices where the vessel is inspected. One copy of Fire Fighting and Life Saving Appliances plan *Note 1 (hereinafter referred to as the "Plan") should be submitted with the application.
2.2 Plan approvals
The Plan should be examined at the branch offices to ascertain:
1) that the Plan has been prepared using graphical symbols set out in IMO Resolutions A.654 and A.760(18) and all symbols are in color; and
2) that the Plan has been provided in the established working language(s) and in the English language.
2.3 The surveys to be carried out on board the vessel
The attending surveyor should confirm that:
