At the sixty-eighth session of the Marine Environment Protection Committee (MEPC 68) held on May 2015, pollution prevention measures in Part II of the Polar Code (refer to MEPC.264(68)) and amendments to MARPOL to make the code mandatory (refer to MEPC.265(68) as attachment 3) were adopted. International Energy Efficiency (IEE) Certificate for Malaysian flagged vessels
The special treatment procedure to issue International Energy Efficiency (IEE) Certificate for the Malaysian flagged vessels by their Shipping Notice (MSN 09/2012) has already been provided in ClassNK Technical Information No. TEC-1038. This Technical Information provides the relevant information since there are slight changes in the procedure for new ships. The said ClassNK Technical Information No. TEC-1038 is thus revoked, accordingly. 1. IACS Procedural Requirement No.38 (Rev.1) in relation to Energy Efficiency Design Index (EEDI)
The relevant information on IACS Procedural Requirement No.38 (hereinafter, PR38) in relation to the EEDI required by Chapter 4 of MARPOL ANNEX VI has already been provided in ClassNK Technical Information No. TEC-0956. The Marine Department of the Hong Kong SAR Government issued a Merchant Shipping Information Note (MSIN) No. 14/2016 "Revised Guidelines for the Maintenance and Inspection of Fire Protection Systems and Appliances", which specified periodical inspection, maintenance and testing of fire protection systems and appliances. The relevant systems and appliances on board Hong Kong registered ships are required to apply the above-mentioned MSIN. This MSIN No. 14/2016 newly refers to IMO Circular MSC.1 / Circ.1516 as well as MSC.1 / Circ.1432. MSC.1/Circ.1516 was adopted at IMO in June of 2015 to partially amend MSC.1/Circ.1432 by strengthening the guidelines concerning maintenance, inspection and testing of automatic sprinkler systems. Resolution MSC.365 (93) was adopted in ninety-third session of the Maritime Safety Committee (MSC 93) held on May 2014, and requirements for vehicle carriers carrying motor vehicles with compressed hydrogen or natural gas in their tanks as fuel was newly added in SOLAS Chapter II-2 Regulation 20-1. As additional requirement for existing ships carrying these vehicles on or after 1 January 2016, it is only required for these ships to provide portable gas detectors. United States Coast Guard (USCG) has already published the Policy Letter regarding the provision to grant extension to the implementation schedule for approved ballast water management methods for vessels using USCG approved ballast water management systems as provided in 33CFR151.1513 and 151.2036. The United States Coast Guard (USCG) has issued the rule with regard to obligation of installation of ballast water management system for the vessels engaged in U.S. waters. The rule is entitled as "Standards for Living Organisms in Ship's Ballast Water Discharged in U.S. Waters", Vol.77, Federal Register Reg.17254, on 23 March 2012 (Please refer to our Technical information TEC No.0903). New vessels (those constructed on or after December 1, 2013) must install ballast water management system on delivery, and for the existing vessels (other than "the new vessels") it shall be installed by the "first scheduled drydocking" after 1 January 2014 or 1 January 2016 as applicable. The ninety-fifth session of the Maritime Safety Committee (MSC 95) was held at the IMO in London, U.K. from 3 to 12 June 2015. The amendments of applicable international convention and codes stipulating mandatory installation of stability instruments for oil tankers, chemical tankers, and gas carriers were adopted at MEPC 66, which was held from March to April 2014, and MSC 93 held on May 2014. Please be informed that "Statement of Fact" for the Inventory of Hazardous Materials issued by ClassNK regarding the Ship Recycling Convention will be replaced with "Statement of Compliance". To assist ship owners for taking corresponding actions to the Ship Recycling Convention and the EU Regulation, ClassNK will issue "Statement of Compliance" for ships which are affixed with class notation "IHM" and therefore shall have the periodical audit for maintenance of the Inventory, instead of "Statement of Fact". "Statement of Compliance" certifies the conformity at the recent periodical audit for maintenance of the Inventory though "Statement of Fact" does it only at the initial audit. According to the COMMISION IMPLEMENTING DECISION (EU) 2015/253, the European Union has mandated rules concerning the methods and frequency of surveys conducted by the EU Member States for verification of the sulphur content of marine fuels being used onboard ships calling at EU ports. 1. A summary of the decision taken at the sixty-eighth session of the Marine Environment Protection Committee (MEPC 68) held from 11 to 15 May 2015 is provided as below for your information. 1. Ballast Water Management Convention Ballast Water Management Convention was adopted in 2004 in order to prevent the adverse effects to the marine environment caused by the transfer of ballast water. The Convention will require ships to conduct ballast water exchange offshore or through Ballast Water Management Systems which meet the standard for the discharge of ballast water. The Convention will enter into force 12 months after ratification by 30 states, representing 35% of the world merchant shipping tonnage. Minimum propulsion power requirements to maintain the manoeuvrability of ships in adverse conditions (EEDI related requirements)
Relevant information on the minimum propulsion power requirements applied for the ships to which compliance with an EEDI limit value (required EEDI) is required has already been provided in ClassNK Technical Information No. TEC-1017. Since the guidelines defining this requirement have been amended partly, the Technical Information is revised as described below. The said ClassNK Technical Information No. TEC-1017 is thus revoked, accordingly. 1. International Energy Efficiency (IEE) Certificate for Malaysian flagged vessels
The special treatment procedure to issue International Energy Efficiency (IEE) Certificate for the Malaysian flagged vessels by their Shipping Notice (MSN 09/2012) has already been provided in ClassNK Technical Information No. TEC-0967. This Technical Information provides relevant information on this issue with the addition of procedure for new ships as described below. The Tuvalu Government has notified ClassNK of the special requirements for carriage of Medical Oxygen Cylinders onboard the Tuvalu flagged ships (Marine Circular MC-14/2011/1). In accordance with "Air Pollution Control (Ocean Going Vessels) (Fuel at Berth) Regulation" of the Government of Hong Kong, vessels berthing in Hong Kong waters on or after 1 July 2015 shall be required to use fuel oils whose sulphur content does not exceed 0.5% by weight, liquefied natural gas or other fuels approved by the Hong Kong authorities. This regulation applies throughout the entire berthing period of the vessel, excluding the first hour after arrival and the last hour prior to departure. The definition of "arrival" as it pertains to this regulation refers to the moment the vessel is moored or anchored at a berth, while the definition of "departure" refers to the moment the vessel is untied from its berth.
