Carriage of immersion suits for Bahamas flagged ships
The Bahamas government has notified of carriage of immersion suits for Bahamas flagged ships by BMA Information Bulletin No.76. Revised SOLAS Reg. III/32.3, (in force 1st July 2006), requires one immersion suit to be provided for each person on board a cargo ship with additional suits to be provided at work and watch-keeping stations which are "remotely located" from the immersion suit storage locations. The BMA intended the following interpretation on the revised regulation to provide guidance to meet the minimum requirements. 1. One immersion suit is required for each person on board at the time. The suits must be approved equipment and provided in sizes appropriate to the crew and supernumeraries (if any), including children. 2. The Cyprus government has notified of periodic servicing of launching appliances by Circular No.4/2005. Instead of the dynamic test in Reg. 20.11.1.3 of Chapter III of 96 Amendments to 74 SOLAS, a static load test with not less than 1.1 times the maximum working load (fully loaded and equipped survival craft) is applied to the winch brakes of launching appliances of ships constructed before 1st July 1986. The Bahamas Maritime Authority has notified ClassNK of instructions in relation to maintenance and renewal of falls used in launching of lifeboats, liferafts and rescue boats prescribed in the regulation 20. 4 of Chapter III of SOLAS as follows. 1. In lieu of the requirement for turning of falls end for end at intervals of not more than 30 months and their renewal at intervals of not more than 5 years, subject to the following periodic inspection at least annual intervals by competent persons, renewal of falls at intervals of not more than 4 years without turning of falls end for end is acceptable. Marking of liferafts for Singapore flagged ships
To whom it may concern The Singapore government has notified of Marking of Liferafts by Surveys Circular No. 5/2002. In addition to the markings required under 4. 2. 7 of the LSA Code, the name of the ship and "SINGAPORE" should be marked on liferaft for Singapore flagged ships. According to this notification, after the flag change to Singapore, the name of the ship and "SINGAPORE" should be marked underneath the bottom and on the outside of the canopy as well as its valise of the liferaft till the next annual liferaft servicing. To whom it may concern When Owner/Shipbuilder wishes to have multiple bottles with smaller capacity located in accommodation for the storage of medical oxygen, instead of a single bottle with capacity of 40 litres located outside the accommodation conforming the MFAG guide required by IMDG/IGC/IBC, they should forward their proposal and get approval of IVW-DS (Inspecti Verkeer Waterstaat / Divisie Scheepvaart) of the Netherlands. Special requirements for life-saving appliances and fire fighting arrangement on board Manx flagged vessels
It has already been informed by ClassNK Technical Information No. TEC-0485 of 25 October 2002 regarding the special requirements for life-saving appliances on board Manx flagged vessels. In this connection, the Manx Government has notified newly ClassNK of instructions in relation to both life-saving appliances and fire fighting arrangement. It has already been informed by ClassNK Technical Information No. TEC-0522 of 15 May 2003 about periodic servicing of launching appliances regarding Greek flagged vessels. The Greek Government has notified the Society of revised instructions in relation to this matter. According to the instructions, the static load test of 1.1 times maximum working load (fully loaded and equipped survival craft) for winch breaks to be carried out instead of the dynamic test prescribed in Regulation 20.11.1.3 of Chapter III of 1996 Amendments to 1974 SOLAS, in case of the winch brakes of launching appliance of ships constructed before 1 July 1986 which do not comply with the requirements of Regulation 48 of Chapter III of 1983 Amendments to 1974 SOLAS. Monthly inspection of immersion suits / anti-exposure suits
It has already been informed by ClassNK Technical Information No. TEC-0499 of 15 January 2003 about monthly inspection of immersion suits / anti-exposure suits for Singapore flagged vessels. In addition to the above, Hong Kong and Greek Governments have notified ClassNK of the similar instructions. In this connection, please be informed that the monthly inspection of immersion suits / anti-exposure suits are now required to the vessels flagged with Singapore, Hong Kong and Greece. ClassNK Technical Information No. TEC-0499 has been superseded accordingly. The Greek Government has notified ClassNK of instructions in relation to measures for safety boat drills. The followings are the notice for Masters and Crew members. 1. It is to be considered that very seriously all aspects concerning use of life-saving appliances, especially during the Boat Drills, as well as, weather conditions, means for communications between crew members during the drills, in order to perform such drills safely. 2. Servicing of Inflatable Liferafts on board Singapore-registered Ships
The Singapore Government has notified the Society of servicing of inflatable liferafts on board Singapore-registered ships, which are produced as follows: In Singapore, inflatable liferafts should be serviced at any service stations approved by the Administration. A list of approved liferaft service stations and the types of liferafts they are authorised to service is posted on the Administration's web site at: www.mpa.gov.sg/homepage/other-notices.html. For servicing of liferafts outside Singapore, enquiry should be made from the manufacture of the liferaft or the local maritime Administration, on the name of the approved servicing station at the ship's scheduled port of call and the liferafts should be serviced at one of them. It has been reported that burst casualties occurred to air bottles of a self contained air support system of over-10-years-old fire-protected lifeboats installed on board some NK class ships during sailing or recharging. Although no exact cause of the casualties has yet been identified, it has been reported that some burst bottles, especially on the lower part of them, were heavily rusted, and thickness reductions were found about 50 % locally. Fortunately, the casualties resulted in no injury or no death but we are concerned that they could have resulted in serious casualties. The Singapore Government has notified the Society of instructions in relation to arrangement of liferafts required by Regulation 31.3.1 of Chapter III of 1996 Amendments to 1974 SOLAS as follows.: 1. Liferafts of ships constructed before 1 July 1986 shall be stowed in a position providing for easy side-to-side transfer at a single open deck level as a capability of being launched on either side of the ship. 2. If the liferafts are not stowed in a position providing for easy side-to-side transfer at a single open deck level, the total capacity available on each side shall be sufficient to accommodate the total number of persons on board.
