The special treatment procedure to issue International Energy Efficiency (IEE) Certificate for the Malaysian flagged vessels by their Shipping Notice (MSN 09/2012) has already been provided in ClassNK Technical Information No. TEC-1038. The United States Coast Guard (USCG) has issued the rule with regard to obligation of installation of ballast water management system for the vessels engaged in U.S. waters. In accordance with "Air Pollution Control (Ocean Going Vessels) (Fuel at Berth) Regulation" of the Government of Hong Kong, vessels berthing in Hong Kong waters on or after 1 July 2015 shall be required to use fuel oils whose sulphur content does not exceed 0.5% by weight, liquefied natural gas or other fuels approved by the Hong Kong authorities. The EU regulation on monitoring, reporting and verification of carbon dioxide (CO2) emissions (hereinafter called "EU MRV") has been adapted on 28 April 2015. This regulation lays down rules for developing the monitoring plan and submitting the emissions report for ships above 5,000 gross tonnage, which arrive at, within or departing from ports under the jurisdiction of an EU member state, regardless of ship’s flag. For ships that cannot comply with the monitoring and reporting requirements, the regulation includes penalty provisions such as an expulsion order.
