Regulations on the sulphur content of fuel oil within the Yangtze River Delta emission control area implemented on or after 1 April 2016
As notified in ClassNK Technical Information No.TEC-1063 (dated 18 March 2016), the website of the China Maritime Safety Administration states that, as of 1 April 2016, all ships berthing at core ports within the Yangtze River Delta area (Port of Shanghai, Port of Ningbo-Zhoushan, Port of Suzhou and Port of Nantong) are required to use fuel oils whose sulphur content does not exceed 0.5% m/m.
In this regard, the Zhejiang Provincial Transport Department and Zhejiang Maritime Safety Administration have issued an official notification document (in Chinese only) with regard to implementation of the regulations at Port of Ningbo-Zhoushan. The URL for the document is as follows:

According to this document, as of 1 April 2016, all ships berthing at the port areas of Beilun, Chuanshan, Daxie, Zhenhai, Meishan, Shengsi, Liuheng, Dinghai, Qushan and Jintang within the Port of Ningbo-Zhoushan are required to use fuel oils whose sulphur content does not exceed 0.5% m/m (except for first hour after arrival and the last hour prior to departure). In addition, in consideration of the schedule of modification for the fuel oil changeover system or alternative measures such as an exhaust gas cleaning system, the main treatment for ships in violation of the requirements is warning, education and correction of violations for a period of two months after implementation of the regulations.
