MEPC.159(55) "Revised Guidelines on Implementation of Effluent Standards and Performance Tests for Sewage Treatment Plants", which supersedes existing Guidelines MEPC.2(VI), was adopted at MEPC 55 in October 2006 and will enter into force on 1 January 2010. Interpretation MPC 88 regarding application of Resolution MEPC.159(55) was issued by IACS in February 2007 and approved by MEPC 56 in July 2007. The main part of MPC 88 is quoted below. According to Regulation 11 of MARPOL Annex IV, sewage that has been stored in holding tanks shall not be discharged instantaneously but at a moderate rate while the ship is en route and proceeding at not less than 4 knots; the rate of discharge shall be approved by the Administration based upon standards developed by the Organization. However, Regulation 11 has been amended by IMO Resolution MEPC.164(56) dated 13 July 2007 and the discharge rate shall now be approved by the Administration based upon IMO resolution MEPC.157(55). As informed previously by ClassNK Technical Information No. TEC-0545 and No. TEC-0683, the existing ships defined by the annex, whose date of building contract is before 27 September 2003, should obtain the International Sewage Pollution Prevention (ISPP) certificate by 26 September 2008. You are kindly requested to take into account the obtaining of the certificate by the effective date. Please be informed of surveys relating to MARPOL annex IV and ISPP certificate issued by Japanese Government for existing Japanese-registered ships as follows. Surveys relating to MARPOL Annex IV for existing Japanese-registered ships before the effective date (27 September 2008) can be carried out, and the documents which are required to be submitted to Japanese Government for obtaining ISPP certificate should be issued by ClassNK after the completion of the initial survey. It is required to complete the plan approval at ClassNK Machinery Department and carry out the initial survey in order to obtain the documents. However, the plan approval may be omitted in case where the ship has the Statement of Compliance (SOC). As for the details, please refer to

As informed previously by ClassNK Technical Information No. TEC-0494 and TEC-0545, Annex IV of MARPOL 73/78 (Regulations for the prevention of pollution by sewage from ships) entered into force on 27 September 2003 and was revised on 1 August 2005. The existing ships defined by the annex, whose date of building contract is before 27 September 2003, should obtain the International Sewage Pollution Prevention (ISPP) certificate by 26 September 2008. It is required to complete the plan approval at ClassNK Machinery Department and carry out the initial survey in order to obtain the certificate. You are kindly requested to take into account the obtaining of the certificate by the effective date. The plan approval for a lot of ships has not been completed yet.
