Expansion of the UK-ETS to the shipping Sector (2nd Report)
As announced in ClassNK Technical Information No.TEC-1371 (issued on 16 December 2025), the UK Emissions Trading Scheme (UK-ETS) will be expanded to include the shipping sector, starting on 1 July 2026. The legislation expanding the scope of the UK-ETS to include the shipping sector - "The Greenhouse Gas Emissions Trading Scheme (Amendment) (Extension to Maritime Activities) Order 2026 (Statutory Instruments 2026 No. 392)" (hereinafter the "UK-ETS Regulation") - has now been officially published and will enter into force on 1 July 2026, as scheduled. At the 110th session of the Maritime Safety Committee (MSC 110), the amendment to SOLAS V/23 regarding pilot transfer arrangements (Res MSC.572(110)) and "Performance Standards for Pilot Transfer Arrangements" (Res MSC.576(110)) was adopted. In addition, MSC.1/Circ.1428/Rev.1 which provides illustrations of the main installation requirements and MSC.1/Circ.1690 on the voluntary early implementation of amendments to SOLAS V/23 were issued. The Technical Information introduces the main amendments of the requirements for pilot transfer arrangements. 1. At the 110th session of the Maritime Safety Committee (MSC 110) held in June 2025, the Revised Recommendations for Entering Enclosed Spaces Aboard Ships were adopted as IMO Resolution MSC.581(110). This resolution invited the Assembly to revoke resolution A.1050(27) and aims to prevent fatalities and serious accidents related to enclosed space entry by clarifying requirements for definitions, risk assessment, atmosphere testing, carbon dioxide (CO2) management, and emergency preparedness. The UK Emissions Trading Scheme (UK-ETS) will be expanded to include the shipping sector, starting on 1 July 2026. As a result, regardless of the Flag state, ships of 5,000 gross tonnage and above calling at ports under UK jurisdiction will be required to surrender allowances corresponding to their annual greenhouse gas (GHG) emissions. The UK Government has recently issued the Main Authority Response outlining the key policy decisions, which was further explained during a government-hosted webinar on 8 December. The formal regulations reflecting these decisions are expected to be published in due course. The following is a summary of the UK-ETS for the shipping sector based on current information. 1. Please be informed the application of IMSBC Code Amendment 08-25 as follows. The IMSBC Code amended by IMO Resolution MSC.575(110) is referred to as "IMSBC Code 8th Amendment" in this Technical Information. The current IMSBC Code 7th Amendment is valid until 31 December 2026. LRIT conformance test for Panamanian flagged ship
The Panama Maritime Authority has revised Merchant Marine Circular MMC-195 (in September 2025) regarding the implementation of LRIT Conformance Test for Panamanian flagged ships. Therefore, the contents of the previous ClassNK Technical Information No.TEC-1351 (dated 11 June 2025) have been updated accordingly. This Technical Information supersedes the previous ClassNK Technical Information No.TEC-1351. -1. The circular applies to the following types of Panamanian flagged vessels, engaged on international voyages. (MMC-195, 4.1, 4.2) - All passenger ships - Cargo ships of 300 gross tonnage and above - Mobile Offshore Drilling Units (MODU) that are propelled by mechanical means - Offshore Support Vessels, Special Purpose Ships and Mobile Offshore Unit(Japanese flag ships) Special requirements for cargo ships to transport passenger(s).
Japanese Government partly revised the regulation for subdivision of ships and some relevant regulations on 30 June 2024. The revised regulations are applied to "旅客輸送船"等 (cargo ships to transport passenger(s)), which are other than passenger ships and engaged on ship operation business as prescribed in paragraph 2, article 2 of act on maritime transportation of Japanese law (excluding ships engaged on transportations of only objects). Applicable ships may be required to comply with additional requirements of flooding calculation, installation of the water ingress alarm, life rafts, AIS etc. ClassNK can not know whether each ship is engaged on ship operation business as prescribed in paragraph 2, article 2 of act on maritime transportation or not. The Panama Maritime Authority has newly issued Merchant Marine Circular MMC-405 regarding Fleet Risk Assessment (FRA) and Performance Accelerated Program (PMAP) for Panamanian vessels. As a result, the previous Merchant Marine Circular MMC-380, which prescribed the measures to reduce the number of PSC detentions and to improve the performance, has been repealed. The related survey, audit, and reporting procedures prescribed in MMC-380 have been replaced by those prescribed in MMC-405. At the 107th session of the Maritime Safety Committee (MSC 107) in May 2023, amendments to SOLAS Chapter II-2 prohibiting fire-extinguishing media containing PFOS were adopted as Resolution MSC.532(107). At the MSC 110 in June 2025, a unified interpretation regarding verification by the maker's declarations and laboratory test reports that the extinguishing media containing PFOS are not used or stored on ships was adopted as MSC.1/Circ.1694. As the amendment of SOLAS will come into force on 1 January 2026, we would like to inform the requirements for necessary preparation in advance. 1. At the 107th session of the IMO Maritime Safety Committee (MSC107) in June 2023, the amendments to SOLAS II-1 to provide safety requirements on lifting appliances and anchor handling winches were adopted and Regulation 3-13 was newly established as per the resolution MSC.532(107). Additionally, "Guidelines for Lifting appliances" (MSC.1/Circ.1663) and "Guidelines for Anchor handling winches" (MSC.1/Circ.1662) were approved. These new guidelines are referenced in SOLAS II-1/Reg.3-13. STS Operations Plan for Panamanian-flagged Ships
Panama Maritime Authority (PMA) revised their Merchant Marine Circular MMC-217 for Ship-to-ship (STS) operations for Panamanian-flagged ships. Compliance with new requirements for Lifting appliances in accordance with the Amendments to SOLAS II-1
At the 107th session of the Maritime Safety Committee (MSC 107), the Amendment to SOLAS II-1 was adopted, and new Regulation 3-13 was established. The eighty-third session of the International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC 83) was held from 7 to 11 April 2025. A summary of the discussions and the decisions taken at MEPC 83 is provided as below for your information. 1. Reduction of Greenhouse Gas (GHG) emissions from ships Draft regulations on the mid-term measures for reduction of greenhouse gas (GHG) have been approved. At MEPC 80 in 2023, the IMO adopted the 2023 IMO Strategy on Reduction of GHG Emissions from Ships (2023 IMO GHG Strategy), which sets out the IMO's levels of ambition (see the table below) including the aim to reach net-zero GHG emissions from international shipping by or around 2050. The eighty-second session of the International Maritime Organization (IMO) Marine Environment Protection Committee (MEPC 82) was held from 30 September to 4 October 2024. A summary of the discussions and the decisions taken at MEPC 82 is provided as below for your information. 1. Greenhouse Gases (GHG) Reduction of greenhouse gas (GHG) emissions to address global warming is a universal challenge, and the measures to reduce GHG emissions from international shipping have been deliberated at IMO. Such measures introduced at the IMO so far include the regulation of Energy Efficiency Design/Existing Ship Index (EEDI/EEXI), retaining of the Ship Energy Efficiency Management Plan (SEEMP) onboard, and reporting annual fuel oil consumption data in the IMO Data CoFuelEU Maritime implementation delayed in Norway and Iceland
As announced in ClassNK Technical Information No. TEC-1329 (issued on 29 July 2024) and No.TEC-1308 (issued on 3 October 2023), the FuelEU Maritime Regulation, an EU regulation aimed at promoting the decarbonization of fuels used on ships, has entered into force and starts on 1 January 2025. In accordance with this regulation, ISM companies having ships above 5,000 gross tonnage calling at ports within the jurisdiction of EEA Member States for transporting passengers or cargo for commercial purposes, regardless of their Flag State, are required to monitor the amount of energy (fuel type and consumption) used by ships during voyages and at berth. At the 107th session of the Maritime Safety Committee (MSC107), the Amendment to SOLAS II-1 regarding requirements of Lifting appliances and Anchor handling winches were adopted and Regulation 3-13 was newly established. Additionally, "Guidelines for Anchor handling winches" (MSC.1/Circ.1662) and "Guidelines for Lifting appliances" (MSC.1/Circ.1663) was approved. These new guidelines are referenced in SOLAS II-1/3-13. The Technical Information introduces the new requirements for Lifting appliances. 1. At the 81st session of the Marine Environment Protection Committee (MEPC81), MARPOL Annex VI was amended and additional reporting items in the DCS Regulations were approved. Subsequently, at the 82nd session of the Marine Environment Protection Committee (MEPC82), the guidance on application was approved and, the schedule for application has been finalized. 1. With the growing adoption of offshore wind power generation, an increase in the number of vessels involved in accessing offshore wind power facilities, installing wind turbines, laying submarine cables, as well as performing maintenance and decommissioning post-operation is anticipated. Traditionally, workers transported to these offshore facilities on such vessels have been classified as passengers. As a result, when transporting more than 12 workers, the requirements for passenger ships, as specified by SOLAS Regulations, have applied. However, applying the requirements for passenger ships to vessels transporting workers has been considered impractical. At the 108th session of the Maritime Safety Committee (MSC108), amendment to IMO circular containing a unified interpretation of SOLAS II-1/3-6 and its technical regulations MSC.158(78) on the means of access required for oil tankers of 500 gross tonnage and bulk carriers, as defined of SOLAS IX/1, of 20,000 gross tonnage and over on vessels the keels of which are laid on or after 1 January 2005 was adopted as MSC.1/Circ.1572/Rev.2 and the provisions related to the interval for the inspection of the means of access and records were revised. Therefore, shipowners and ship management companies are required to take necessary actions accordingly referring to the following information until the application date of new provisions. 1. The 108th session of the Maritime Safety Committee (MSC 108) was held from 15 to 24 May 2024. Since the minutes, resolutions and circulars of the meeting were recently released from the IMO, a summary of the decisions taken at MSC 108 is provided below for your information. 1. The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (hereinafter referred to as the "Ship Recycling Convention"), will enter into force on 26 June 2025, as announced in ClassNK Technical Information No. TEC-1311. ClassNK provide guidance on the maintenance of Part I of the Inventory of Hazardous Materials (IHM) required for shipowners, in accordance with the Ship Recycling Convention and the IMO Guidelines for Inventory Development (Resolution MEPC.379(80)). With regard to the maintenance of Part I of the Inventory of Hazardous Materials (hereinafter referred to as “IHM”), the following requirements are imposed on shipowners/ship management companies by the Convention and the IMO guidelines: 1. As previously informed in ClassNK Technical Information No.TEC-1288 and TEC-1315, vessels having AFS Certificate as of the effective date of the amendment to the AFS Convention to add Cybutryne to the list of banned substances (1 January 2023) shall undergo documentary verification and receive AFS Certificate in a new format within 2 years from the effective date (by 31 December 2024). Regarding the application of IMSBC Code Amendment 07-23 informed on ClassNK Technical Information No.TEC-1314, a part of Appendix "Ventilation Requirement of DIRECT REDUCED IRON(D)" was revised. The revised part is underlined in Attachment 4. Associated with the revision, the existing ClassNK Technical Information No.TEC-1314 was superseded. The IMSBC Code amended by IMO Resolution MSC.539(107) is referred to as "IMSBC Code 7th Amendment" in this Technical Information. The current IMSBC Code 6th Amendment is valid until 31 December 2024. The Marine and Port Authority of Singapore (MPA Singapore) has announced the following special requirement related to life-saving appliances and equipment installed on board Singapore-flagged vessels. This requirement applies to all Singapore-flagged vessels regardless of their date of construction. Compliance with this requirement is to be confirmed at the next survey related to the Cargo Ship Safety Equipment Certificate (i.e. SE survey) on or after the issued date of this ClassNK Technical Information. [Requirement] Wire-rope grips for the falls of life-saving appliances, such as bulldog grips, are not acceptable for any primary load-bearing terminations.
