Partial Exemption from the Requirements for GMDSS for Greek Flag GMDSS Ships Engaging on Voyages in the Mediterranean and Black Sea
The Administration may grant partial or conditional exemptions from the requirements of Regulations IV/7 to IV/11 according to Regulation IV/3 of the1988 Amendments of 1974 SOLAS Convention.
The Government of the Hellenic Republic has notified the Society of the conditions for exemption from the requirements of GMDSS for Greek flag GMDSS ships engaged on voyages solely in the Mediterranean and Black Sea, which are reproduced as follows.
1. According to IMO Circular "GMDSS Master Plan", sea areas A2 in the Mediterranean and Black Sea are designated around the Hellenic Republic and only in some other parts. Ships engaged on voyages in the Mediterranean and Black Sea beyond these sea areas A2 should be provided with radio equipment for sea areas A1+A2+A3.
Taking these circumstances in the Mediterranean and Black Sea into consideration, for Greek flag GMDSS ships engaging on voyages solely in the Mediterranean and Black Sea, the Government of the Hellenic Republic will grant partial exemption from installing GMDSS radio equipment for sea areas A3, and will issue a safety radio certificate for sea areas A1+A2+A3, until the sea areas A2 are appropriately completed in the Mediterranean and Black Sea.
1) The radio equipment provided by Reg. IV/7 and IV/9 of the 1988 SOLAS Amendments is installed and operates.
2) The INMARSAT-SES provided by Reg.IV/10.1 and IV/7.1.5 of the 1988 SOLAS Amendments is installed and operates.
3) Radio equipment should be supplied with electrical power from the main source of energy of the ship and the reserve source of radio installations (batteries). The batteries should comply with the requirements specified in Reg.IV/13 of the 1988 SOLAS Amendments.
4) For ensuring the availability of the radio equipment, there should be a shore-based maintenance agreement.
2. For Greek flag GMDSS ships engaging on voyages beyond sea area A1, two GOC holders are required to be on board as radio personnel. However, the Government of the Hellenic Republic, upon taking into consideration the weather conditions and the duration of voyages, can approve the ship to engage on voyages in sea areas A2 at owner's request, when one GOC holder is on board as a radio personnel.
