Revised cargo gear regulation of Australia
In the commonwealth of Australia, the revised cargo gear regulations "Marine Orders, Part 32 (Cargo Handling Equipment) Issue 2, Order No.14 of 1997" have been in force since 1 February 1998, revising the regulations "Navigation (Orders) Regulations, Marine Orders, Part 32(Cargo and Cargo Handling Equipment and Safety Measures) Issue 1, Order No.12 of 1986".
The revised regulations incorporating ILO Convention No.152 and No.27 require annual thorough examinations, and load tests and associated thorough examinations at intervals not exceeding 5 years (hitherto at intervals not exceeding 4 years for load tests and associated thorough examinations) by a "responsible person". In addition, the regulations require inspections by a "competent person" at intervals not exceeding 6 months.
[Note: "Responsible person" includes a surveyor of a classification society (for annual thorough examinations, and load tests and thorough examinations) and the master of a ship (for annual thorough examinations). "Competent person" includes chief officer, chief engineer and second engineer officer.]
Further, the Form of the "Certificate of Test and Examination" issued upon completion of the load test is now modified to have a column to fill in a kind of weight used for the load test.
Ships having the "Register of Ship's Cargo Handling Machinery and Gear" issued by NK and being expected to load or unload at a port in Australian territory are recommended to be subjected to a load test and thorough examination complying with the revised regulations on the occasion of the surveys of cargo handling appliances required by NK's rules for cargo handling appliances. At request we will make necessary entry into the documents "Register of Ship's Cargo Handling Machinery and Gear", and "Certificate of Test and Examination" upon completion of necessary tests and surveys.
