Required Qualifications and Numbers of Radio Personnel on board GMDSS Ships
The requirements of certain flag governments for the subject are summarized in NK Technical Information No.162 of 1 June 1995 and No,164 of 3 August 1995.
It should be noted that they have been revised and superseded by this issue, and the previous issues are cancelled accordingly.
The revised Technical Information not only reflects the requirements of the Panamanian Government which we have received since the issue of the previous Technical Information No,164 but also rectifies some incorrect expressions in the sameTechnical Information.

Required Qualifications and Numbers of Radio Personnel on board GMDSS Ships
The qualifications and numbers of radio personnel on board GMDSS ships which ar
e engaged on voyages within sea areas A1 and other sea areas and adopt other maintenance methods than "Onboard maintenance" method are shown below for individual flag administarations. For ships which adopt "Onboard maintenance" method and which fly other flags than those shown below with the exception for Panamanian flag ships, information should be sought to Equipment & Material Department of the Head Office for necessary arrangements.
1 ANTIGUA AND BARBUDA
Two GOC holders.
2 BAHAMA
One GOC holder.
3 CYPRUS
Two GOC holders, or one exclusive radio officer with GOC.
4 DENMARK
Two deck officers with GOC.
5 GREECE
Two GOC holders.
6 HONG KONG
One person holding GOC issued by the Hong Kong Telecommunication Authority (HKTA), or one person holding GOC issued by his native country together with a valid "Authority to Operate" issued by HKTA.
7 ISLE OF MAN
One GOC holder who should be other than Master.
8 KUWAIT
One 1st class or 2nd class REC holder.
9 LIBERIA
Two deck officers with GOC issued by the Liberian Government, or one exclusive radio officer with 1st class or 2nd class REC issued by the Liberian Government.
10 LUXEMBOURG
Three deck officers with GOC.
11 MALTA
Two GOC holders.
12 PANAMA
① For ships which adopt other maintenance methods than "Onboard maintenance"; Two deck officers, each with a certificate either of GMDSS Radio Operator - Restricted or of General issued by the Panamanian Government, or one exclusive radio officer with a certificate either of GMDSS Radio Electronic - First class or of Second class issued by the Panamanian Government.
② For ships which adopt "Onboard maintenance" as maintenance method; One exclusive radio officer with a certificate either of GMDSS Radio Electronic - First class or of Second class issued by the Panamanian Government and one deck officer with a certificate either of GMDSS Radio Operator - Restricted or of General issued by the Panamanian Government.
13 PHILIPPINE
Two deck officers with GOC, or one exclusive radio officer holding both 1st class Radiotelegraph Operator's Certificate and GOC.
14 SAUDI ARABIA
One exclusive radio officer with REC
15 SINGAPORE
One GOC holder (exclusive), or two GOC holders (non-exclusive).
16 ST. VINCENT AND THE GRENADINES
Two GOC holders.
17 SWITZERLAND
Two deck officers with GOC.
18 THAILAND
One GOC holder.
19 VANUATU
One GOC holder.
Note 1: "GOC" indicates "General Operator's Certificate" specified in the Sub-section C of Section ⅢA of Article 55 of the ITU Radio Regulation.
Note 2: "REC" indicates "1st class or 2nd class Radio Electronic Certificate" specified in the Sub-section A and B
