Compliance with the Ship Recycling Convention / Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR)- For Liberian flagged vessels
ClassNK Technical Information, No. TEC-1295, which contains guidance on ships of Liberian registry on compliance with Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR), was updated. Associated with the update, the existing No. TEC-1295 was superseded.
Information on the compliance with the Ship Recycling Convention / Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR) for Liberian flagged ships has been updated in MARINE OPERATIONS NOTE 06/2023 and Marine Advisory: 22/2023. According to MARINE OPERATIONS NOTE 06/2023 and Marine Advisory: 22/2023, Issuance of International Certificate on Inventory of Hazardous Materials has started for Liberian flagged ships, and Liberian flagged ships applicable to Ship Recycling Convention are required to develop the IHM Part I for approval and obtain International Certificate on Inventory of Hazardous Materials prior to entry into force of the Ship Recycling Convention (i.e. by 25 June 2025), or before going for recycling if this is earlier. This Technical Information provides a summary of requirements for Liberian flagged ships.
1. Issuance of International Certificate on Inventory of Hazardous Materials (ICIHM)
ClassNK will issue interim ICIHM valid for five (5) months and submit a copy of following documents to the flag administration at the time of completion of IHM Initial, Additional or Renewal Survey.
- Survey Record
- Updated Part I of the Inventory of Hazardous Materials (IHM) on board the ship
- Interim ICIHM
The flag administration will issue the full-term ICIHM based on the documents submitted by ClassNK, so neither the shipowner, the operator nor the management company is required to apply for the issuance of the full-term SOC to the flag administration.
2. Handling Statement of Compliance on Inventory of Hazardous Materials (IHM-SOC) already issued
IHM-SOC already issued under authorization of Liberian flag administration will continue to remain valid until the expiry date or until 26 June 2025, whichever is earlier. That is to say that IHM-SOC must be changed to ICIHM by 25 June 2025.
