(Background)
The MLC Convention 2006 was ratified in 2013, and about 10 years have passed since the MLC Convention came into force on 5th August 2014 for Japanese flagged ships. So, from 2023 onwards, many ships will be due for the second renewal inspection. For the first renewal inspection, document review and on-board inspection have been carried out since 15 and 16 items of DMLC Part-II were newly established in accordance with the amendments of 2014 to the MLC, 2006(Regulations 2.5 and 4.2 of the MLC Convention). For Japanese flag ships, even if there is no revision of the MLC Convention like amendments of 2014, it is stipulated that DMLC Part-I will be reissued at the time of issuing the MLC certificate at renewal inspection in accordance with the Mariners Law and the Rules for Inspection, etc. of Seafarers Labour Conditions. Therefore, it is necessary to recreate DMLC Part-II.
Based on the above, the procedures for the second and subsequent renewal inspections are as follows.

1. Documents review for DMLC Part-II
(1) DMLC Part-II must be newly created even if there is no change in the contents of items 1 to 16 (excluding the signature column).
However, if there are no changes in items 1 to 16, document review is not required.
(*A new DMLC Part-I will be issued when the renewal MLC certificate is issued.)
(2) In case there are any changes in the contents of items 1 to 16, it will be subject to document review.

What is "case there are any changes in content"?
Legal requirements, changes in manuals, other special circumstances, etc., in which the current DMLC Part-II content cannot substantially guarantee the content of DMLC Part-II in terms of legal compliance. Any changes of lexical, etc. will be considered as "case which there are any changes in content" and will also be subject to document review.

2. On-board inspection
If applicable to above 1.(1)[Documents review for DMLC Part-II]
The letter of review of DMLC Part II (MLC-LOR-AMD) will not be issued as there is no document review. After completing the on-board inspection, companies should apply for a renewed MLC certificate to JG following normal procedures.
