Inspection and certification relating to the entry into force of the 2014 Amendments to the MLC,2006 on 18th January 2017

As you are aware, the 2014 Amendments to the MLC, 2006 will enter into force on 18th January 2017 in the countries that have ratified the MLC, 2006.
Ships flying flag of the member States are required to carry the certificates or other documentary evidence of financial security complying with the requirements of the amendments on board.
In addition, the DMLC Part II will need to be revised by the shipowner associating with issuance of the revised DMLC Part I issued by the flag State administration and subsequently shipboard verification of its implementation is also required.
In this connection, the resolution on transitional measures relating to the entry into force of this amendments adopted by ILO states that the Maritime Labour Certificate (MLC) issued by the member States before 18th January 2017 will be effective until its expiry date and urges the member States to ensure that the MLC and DMLC are issued or renewed to comply with the amended requirements no later than the first renewal inspection following entry into force of the amendments.
Taking account of the resolution, there is no flag States that require an additional shipboard inspection to verify the implementation of the amendments at this moment as far as we confirmed.

Therefore, the shipboard verification of compliance with the amendments is expected to be carried out during the initial inspection, the first intermediate inspection or the first renewal inspection whichever period is earlier after 18th January 2017.

As the procedure of the verification of the compliance with the amendments is same as the normal procedures of DMLC Part II amendment and the following shipboard verification, the review of the DMLC Part II amended by the shipowner shall be completed prior to the scheduled shipboard inspection mentioned above.

As for the detail of implementation of the amendments, please confirm the related circulars and /or notices issued by each flag State.
The related circulars, notices and documents for implementing the amendments issued by some major flag States are attached for reference together with the text of the amendments and the resolution on transitional measures relating to the entry into force of the amendments adopted by ILO.
