NK has started offering a new technical service, Emergency Technical Assistance Service (ETAS), to shipowners or their representatives. ETAS is to, in the event of a serious casualty to a ship, immediately performs the computer analysis of damage stability and damage longitudinal strength and provides technical advices necessary for ensuring the ship's safety and prevention or mitigation of marine pollution.

ETAS satisfies the relevant requirements of Shipboard Oil Pollution Emergency Plan which is required by the amended Annex I of MARPOL 73/78 which will enter into force on 4 April 1993.

NK is pleased to invite you to employ ETAS referring to the attached guidances.

NK Emergency Technical Assistance Service (ETAS)


1. What is ETAS

ETAS is a service system to assist shipowners or their representatives (clients) in the event of a serious casuality to a ship such as stranding, collision, explosion or fire. Having received urgent information from the client, computer analyses of damage stability and damage longitudinal strength are immediately performed and technical advice are provided on necessary transfer/offloading of cargo/fuel/ballast and temporary repairs to ensure the ship's safety and prevent or minimize marine pollution.

With ETAS, immediate response is taken in such emergency cases as:
(1) all the data necessary for the calculation such as ship's hull form, compartments, lightship weight distribution are recorded in the computer in advance and
(2) a special team composed of experts (ETAS team) is ready to respond to the ETAS clients' requests 24 hours a day and 365 days a year.

Shipboard Oil Pollution Emergency Plan will come to be required by MARPOL Annex I Regulation 26, as from 4 April, 1993, with two years of grace for existing ships. The ETAS client can meet to the requirements (para 2.5.3.2, Stability and stress considerations) through the ETAS service. Of course, the calculations are accepted as a part of the class requirements for damage class.


2. Procedures of ETAS

(2) ETAS team
ETAS is performed by ETAS team organized in NK Head Office. It is composed of the following experts:

- ETAS Team Chief (Naval architect)
- Staff (Master Mariner)
- Staff (Naval architect)

(3) Contact by Client with ETAS team
Whenever ETAS is needed, Client can contact ETAS Team Chief through the ETAS exclusive telephone provided in NK Head Office. In office hours, the phone call will be immediately answered by ETAS Team Chief. After office hours, a communication link will be established in following manner.

① Client calls ETAS telephone and gives messages including outline of casualty, person's name/telephone number to be contacted.
