Instructions regarding the approval including the technical standards for exhaust gas monitoring systems and discharge water monitoring systems (hereinafter referred to collectively as "monitoring systems") of Exhaust Gas Cleaning Systems (hereinafter referred to as "EGCS") installed on Japanese-flagged ships were announced in ClassNK Technical Information No. TEC-1216 dated 13 November 2020. This time, the Japanese Government revised the technical standards of Type Approval as of 22 September 2022. The Technical Information is revised as described below and this Technical Information supersedes the previous ClassNK Technical Information No. TEC-1216. Japanese government (hereafter referred to as "JG") has officially approved the issuance of electronic certificates. Given the fact, electronic certificates can be issued to Japanese-flagged vessels and DOC (Document of Compliance) issued to company managing Japanese-flag vessels. An overview of the electronic certificates issued by ClassNK and the endorsement to electronic certificates issued by JG are given below. 1. Electronic certificates issued by ClassNK (e-Certificate) On/after 13 February 2023, Class and Statutory Certificates for all Japanese-flagged vessels engaged on international or domestic voyages and DOC issued to company managing Japanese-flag vessels will be issued as electronic certificates in principle. This technical information, hereinafter referred to "TEC", introduces the guidelines on both "IHM Certificate to Part I of the Inventory of Hazardous Materials" and "EU Regulation on Ship Recycling" applicable to Japanese flagged ships, consolidating both TEC-1184 and TEC-1223. This TEC supersedes TEC-1184 and TEC-1223 which are being consolidated. The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009, hereinafter referred to "The Convention", was adopted in May 2009. Compliance with the EU Ship Recycling Regulation-For Japanese flagged vessels
As announced in ClassNK Technical Information No. TEC-1184, prior to the entry into force of the Hong Kong Ship Recycling Convention, an international certificate on inventory of hazardous materials (IHM certificate) is voluntarily issued to Japanese-registered vessels in accordance with the "Ship Recycling Law" and the relevant government ordinances. On the other hand, Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR) will be applied to non-EU-registered ships from December 31, 2020, and these ships calling at EU member states will be required to have an approved Inventory (IHM) and a statement of compliance (SOC) issued by their flag state or an organization on behalf of the flag state. Procedures regarding the Safety Radio (SR) survey of Japanese flag ships were announced in ClassNK Technical Information No.TEC-0940 dated 25 December 2012. This Technical Information provides the revised information and supersedes the previous ClassNK Technical Information No.TEC-0940. Revision of a part of the Ship Safety Act (Article 8) was promulgated on 12 September 2012 and effective on 1 January 2013. The Classification Societies, including ClassNK carry out SR Survey and issue SR Certificate of Japanese flag ships since 1 January 2013 on behalf of the Ministry of Land, Infrastructure, Transport and Tourism (hereinafter "the Maritime Authority"). ClassNK sometimes receives inquiries for applicability of flag change from non-Japanese to Japanese on existing ships outside of the timing of drydocking. Accordingly, this Technical Information has been issued to remind that "it is not mandatory to bring the ship into drydock for changing her flag to Japanese", and it includes points to be noted regarding the procedure for flag change of the ship to Japanese without drydocking. 1. The Japanese Government (hereinafter referred to as "JG") has issued letters regarding the approval including the technical standards for exhaust gas monitoring systems and discharge water monitoring systems (hereinafter referred to collectively as "monitoring systems") of Exhaust Gas Cleaning Systems (hereinafter referred to as "EGCS") installed on Japanese-flagged ships. Accordingly, either individual inspection or Type Approval is required by the JG for the above- mentioned monitoring systems of EGCS installed on Japanese-flagged ships. Certificate on IHM to Japanese flagged ships
The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (the Ship Recycling Convention or the Hong Kong Convention) was adopted in May 2009. Although the Convention has not yet entered into force, Japan acceded and the governmental and ministerial ordinances were stipulated. Consequently, international certificate on inventory of hazardous materials (IHM) is able to be issued to Japanese flagged ships voluntarily prior to the convention entering into force. Accordingly, ClassNK has launched to carry out the survey equivalent to the convention in the following manner until the convention enters into force. ClassNK issued Technical Information No.TEC-1101 dated 17 February 2017 regarding Revised IHO standards of Electronic Navigation Charts using in ECDIS and announced that it is required to update the software on ECDIS onboard a ship, or replace ECDIS itself before 31 August 2017 in order to display charts based on revised IHO standards. In case where the software is updated, a confirmation survey is required by the first SE survey after update. The Japanese Government has informed ClassNK of the application for navigation lights the performance standards of which was adopted by MSC.253(83). The navigation lights installed on or after 1 January 2014 should be in accordance with MSC.253(83) for the Japanese ships. This requirement should be also applicable when they are exchanged.
