Application of IMSBC Code 7th Amendment
Regarding the application of IMSBC Code Amendment 07-23 informed on ClassNK Technical Information No.TEC-1314, a part of Appendix "Ventilation Requirement of DIRECT REDUCED IRON(D)" was revised. The revised part is underlined in Attachment 4. Associated with the revision, the existing ClassNK Technical Information No.TEC-1314 was superseded. The IMSBC Code amended by IMO Resolution MSC.539(107) is referred to as "IMSBC Code 7th Amendment" in this Technical Information. The current IMSBC Code 6th Amendment is valid until 31 December 2024. Application of IMSBC Code (2014 Edition)
With regard to re-issuance of IMSBC Code fitness Certificate to application of IMSBC Code (2014 Edition), please be informed as follows. The amendment of IMSBC Code is going to enter into force on 1 January 2015 and is mandatory for all ships that load solid bulk cargoes, as informed by ClassNK Technical Information No.TEC-0979. This Technical Information supersedes the previous ClassNK Technical Information No.TEC-0936 from 1 January 2015. With reference to the carriage of radioactive substances (categorized as Class 7 cargoes under IMDG Code) on cargo ships flying Bahamas Flag, The Bahamian Administration has notified ClassNK about carriage of radioactive substances as follows: 1. Radioactive substances shall not be carried on board Bahamian ships. Exceptions may be made for radioactive substances in packaged form used in medical and public health applications, and exceptions may also be made where the radioactive substance is of a grade and quantity suitable for other civil use, such as non-destructive testing (refer to IMO Resolution A.984(24)). 2. This is to notify that the guidance for IMSBC Code fitness certificate was revised due to amendments of IMSBC Code. This Technical Information supersedes ClassNK Technical Information No. TEC-0772 issued on 21 May 2009. Recently, the serious accidents have been reported that some ships carrying Iron Ore Fines or Nickel Ore have capsized primarily because of liquefaction of their cargoes. In order to avoid such accidents, the IMSBC Code is now applicable to all ships as mandatory requirements since 1 January 2011. The cargoes which may liquefy are categorized as Group A. When the moisture content of such cargoes is exceeding its transportable moisture limit (TML), loading shall not be allowed. The cargoes not listed in the IMSBC Code, such as Iron Ore Fines or Nickel Ore, will be provisionally risk-assessed by the authority of the port of loading. The Panamanian Government informed ClassNK that all Panamanian flagged ships carrying Solid Bulk Cargoes other than Grain should be provided with a relevant Statement of Compliance with the IMSBC Code by the first periodical survey after 1 January 2011. As to the carriage of COAL and BROWN COAL BRIQUETTES, the following stowage and segregation requirements have been prescribed in the IMSBC Code expected to become mandatory under the SOLAS Convention on 1 January 2011. - BROWN COAL BRIQUETTES "This cargo shall not be stowed adjacent to hot areas." - COAL "The master shall ensure that this cargo is not stowed adjacent to hot areas."
