Addition of a new "Type of Ship" display function (for use with certain statutory certificates) to the Ship Status Search Service "NK-SHIPS"
We are very pleased to announce the addition of a new "Type of Ship" display function to our Ship Status Search Service (hereinafter referred to as "NK-SHIPS"*) which we hope will make this service more convenient for both shipowners and operators to use. This new function will allow NK-SHIPS to display the "Type of Ship" information which appears as a ship particular on certain statutory certificates. In addition, this new feature can be used to easily verify the definitions and explanations of various ship types. This new feature will be especially helpful with respect to bulk carriers since the definitions applicable to such ships tend to vary according to date of construction and type of certificate. This is to notify that the amendment of the SOLAS, Chapter V/19 regarding the carriage requirements for Bridge Navigational Watch Alarm System (BNWAS) was adopted as IMO Resolution MSC.350(92) at the 92nd session of the IMO Maritime Safety Committee (MSC92) held in June 2013 and the carriage requirements for the ships constructed before 1 July 2002 were added as follows. The Maritime Labour Convention, 2006 has come into force on 20 August 2006. As you know well, the Convention prescribes that ships constructed on or after the date of enforcement shall be applied to the new standards of constructions and equipment for accommodation/recreational facilities set out in the regulation 3.1 of the Convention. This is to notify that the U.S. Coast Guard (USCG) published the Final Rule for "Non-Tank Vessel Response Plan" as per the attached Federal Register. This final rule requires owners or operators of self-propelled non-tank vessels (*1) of 400 gross tons or greater that operate on the navigable waters of the United States to prepare and submit oil spill response plans. This final rule is effective from October 30, 2013 and oil spill response plans must be submitted to USCG no later than January 30, 2014. United States Coast Guard (USCG) published the Policy letter regarding the provision to grant an extension to the implementation schedule for ballast water management discharge standards for vessels using USCG approved ballast water management systems as provided in 33CFR151.1513 and 151.2036. When making the extension request, it must provide documentation that despite all efforts to meet the ballast water discharge standard requirements, compliance by the date stipulated in the implementation schedule is not possible for the concerned / subject vessel. The maximum duration of an extension issued by the USCG will not exceed 5 years from the vessel's implementation date. The Panama Government has informed ClassNK that Merchant Marine Circular No.281, "Guidelines for the Maintenance and Inspection of Fire-Protection Systems and Appliances", which is in reference to maintenance, inspection and test of Fire-Protection System and Appliances on board the Panama-registered ships, was revised. Amendment of the International Code for Fire Safety Systems (FSS Code) Chapter 6 was adopted as IMO Resolution MSC.327(90) at the 90th session of the IMO Maritime Safety Committee (MSC90) held in May 2012 and will be applied to ships constructed on or after 1 January 2014. Chapter 6 of this code specifies that sufficient foam-generating capacity shall be provided to ensure the minimum design filling rate for the system is met and in addition shall be adequate to completely fill the "largest protected space" within 10 minutes. 2013 Vessel General Permit (herein after, 2013VGP) for discharges of pollutants incidental to their normal operation of vessels, published by the U.S. Environmental Protection Agency (herein after, EPA) on March 28, 2013 will become effective on December 19, 2013. This will replace the 2008 Vessel General Permit (herein after, 2008VGP) which is currently enforced. The vessels which intend to navigate within 3 miles from US territorial waters except recreational vessels are subject to the 2013VGP. The 2013VGP incorporated fish hold effluent to its coverage and made more stringent regulations for the vessels entering Great Lakes. International Energy Efficiency (IEE) Certificate for Malaysian flagged vessels
The Marine Department of Malaysia has notified the special treatment procedure to issue International Energy Efficiency (IEE) Certificate for the Malaysian flagged vessels by their Shipping Notice (MSN 09/2012) in relation to the application of requirements of Chapter 4 ANNEX VI of MARPOL 73/78 as excerpted below. (Paragraph 5 of MSN 09/2012) Marine Department of Malaysia will issue IEEC for compliant ships. Ship owners /managers/operators are required to submit SEEMP of the ship for verification at least 2 (two) weeks before the Intermediate or Renewal survey of IAPP of the ship after 1st January 2013. Survey on lifeboat on-load release mechanisms (Lifeboat Release and Retrieval Systems: LRRSs)
With regard to conformity with SOLAS III/1.5 amended by MSC.317(89) as notified by Technical Information (No.TEC-0858, Date: 1 August 2011), our survey on LRRSs will be carried out in the first scheduled dry-dock after 1 July 2014. The survey is to be applied to ships on which lifeboat on-load release mechanisms are installed. Each type of existing LRRS has been evaluated by an Administration. Unified Interpretations on the technical provisions for permanent means of access for inspections required by SOLAS II-1/3-6 were approved as MSC.1/Circ.1464 (the amendments to MSC.1/Circ.1176 and MSC.1/Circ.1197) at the 92nd session of the IMO Maritime Safety Committee (MSC92) held from 12 to 21 June 2013. The amendments are based on UI SC191 (Rev.4), however, it was agreed not to include the interpretations that openings for passage may be reduced (Technical Provisions para. 3.10 and 3.11) in the amended circular. Based on this result of MSC92, IACS adopted UI SC191 (Rev.5) in line with the concerned IMO Circulars. IACS Procedural Requirement No.38 (PR38) in relation to Energy Efficiency Design Index (EEDI)

Application of Amendments to MARPOL ANNEX VI (Regulations on energy efficiency for ships) to ships without means of propulsion
As already advised in ClassNK Technical Information No. TEC-0929, with respect to ships required to keep on board a Ship Energy Efficiency Management Plan (SEEMP), such ships exclude platforms (including FPSOs and FSUs) and drilling rigs in accordance with the IMO unified interpretation. With regard to the above unified interpretation, it was agreed at the 65th session of the Marine Environment Protection Committee (MEPC 65) held in May 2013 that ships without means of propulsion such as barges were also excluded from the ships required to keep on board a SEEMP. Please be advised that, except for Japanese flagged ships*, the above types of ships are not required to have SEEMP and International Energy Efficiency Certificate (IEE Certificate) from now onThis Technical Information became null and void on 26 Dec 2014.
Minimum Propulsion Power required by the Amendments to ANNEX VI of MARPOL 73/78 (EEDI related Requirements)
Amendments to MARPOL ANNEX VI that make the "Energy Efficiency Design Index (EEDI)" and the "Ship Efficiency Management Plan (SEEMP)" mandatory were adopted at the 62nd session of the Marine Environment Protection Committee (MEPC 62) held in July 2011, and came into force from 1 January 2013. Relevant information on the minimum propulsion power requirements applied for the ships to which compliance with an EEDI limit value (required EEDI) is required has already been provided in ClassNK Technical Information No. TEC-0938. Since the guidelines defining this requirement have been revised, the Technical Information is revised as described below. Carriage of immersion suits on cargo ships flying Malta Flag
With reference to the carriage of immersion suits on board Malta Flagged vessels, although ClassNK informed ClassNK Technical Information No. TEC-0658 and TEC-0901, Malta Government has noticed ClassNK of additional immersion suits as below (Technical Notice SLS.8 Rev.1). ・ Immersion suits intended solely for training purposes and marked accordingly. (The immersion suits intended for training purpose are to be non-vacuum packed immersion suits.) ClassNK confirmed to Malta Government that the number of immersion suits is deemed by managers of ship under consideration of actual number of crew participating in the drill, drill content, etc. The immersion suits should be provided by 31 December 2013. This MSIN references to IMO Circular MSC.1 / Circ.1432. The rule is entitled as "Standards for Living Organisms in Ship's Ballast Water Discharged in U.S. Waters". Please refer to ClassNK Technical Information No.TEC-0903 about detail of this rule. According to this rule, the vessels engaged in U.S. Waters are to be provided Ballast Water Management Plan. The Japanese Government has informed ClassNK of the application for navigation lights the performance standards of which was adopted by MSC.253(83). The navigation lights installed on or after 1 January 2014 should be in accordance with MSC.253(83) for the Japanese ships. This requirement should be also applicable when they are exchanged. Note: "Installed" means "completion date of the survey for the said navigation equipment". Recently, there has been an increase in the number of ships using low-sulphur fuel oil to reduce the content of SOx in diesel engine exhaust gas. However, it is known that such fuel oils have a potential problems caused by its property such as low viscosity. To prevent degrading the performance of engine, some ships have applied fuel oil coolers to lower the temperature of low-sulphur fuel oil in order to increase its viscosity. In response to the above, Part B of the Guidance for the Survey and Construction of Steel Ships has been amended to add fuel oil coolers to the list of items that are required to be inspected during Planed Machinery Surveys (CMS, PMS). The relevant amendment (Amendment No.1 of 2012, 15 June 2012) is attached for your reference.This Technical Information became null and void on 28 Oct 2020.
Safety Radio (SR) survey of Japanese flag ships on or after 1 January 2013
Revision of a part of the Ship Safety Act (Article 8) was promulgated on 12 September 2012 and will be effective on 1 January 2013. The Classification Societies, including ClassNK are expected to be approved for SR Survey and Issuance of SR Certificate of Japanese flag ships since 1 January 2013 on behalf of the Ministry of Land, Infrastructure, Transport and Tourism (hereinafter "the Maritime Authority"). Although at the present it is before the promulgation of the revised Ordinance Related, ClassNK will inform ClassNK's procedures of SR Survey and the Issuance of SR Certificate as follows. 1. Minimum Propulsion Power required by the Amendments to ANNEX VI of MARPOL 73/78 (EEDI related Requirements)
Amendments to MARPOL ANNEX VI that make the "Energy Efficiency Design Index (EEDI)" and the "Ship Efficiency Management Plan (SEEMP)" mandatory were adopted at the 62nd session of the Marine Environment Protection Committee (MEPC 62) held in July 2011, and will come into force from 1 January 2013. Relevant information on the amendments to MARPOL ANNEX VI has already been provided in ClassNK Technical Information Nos. TEC-0863, TEC-0872 and TEC-0929. Special requirements for Life-saving appliances and Equipment onboard Panamanian flagged vessels
ClassNK had been inquiring questions to be confirmed in Merchant Marine Circular MMC-250 issued in July 2012 of The Panamanian Government. The government has responded to the questions as follows: 1. Application Date of LSA Code Amended by MSC.320(89) to Newly Constructed Ships According to IMO circular MSC.1/Circ.1393, the code will be applied to ships constructed on or after 1 July 2014. 2. Revisions of guidance for IMSBC Code fitness certificate
This is to notify that the guidance for IMSBC Code fitness certificate was revised due to amendments of IMSBC Code. This Technical Information supersedes ClassNK Technical Information No. TEC-0772 issued on 21 May 2009. Please note that in this information, "IMSBC Code (2009 Edition)" means present International Maritime Solid Bulk Cargoes Code and "IMSBC Code (2012 Edition)" means revised International Maritime Solid Bulk Cargoes Code. The revisions are summarized as follows. 1. Amendments of IMSBC Code The revised IMSBC Code (IMSBC Code (2012 Edition)) was adopted by IMO Maritime Safety Committee 89th session (MSC89) and it includes amendments for individual schedules of each cargo. Maintenance and inspection of Fire-Protection Systems and Appliances on board the Marshall Islands flagged ships
ClassNK have informed the requirements of Marine Notice No.2-011-14 Rev.4/11, "Maintenance and Inspection of Fire Protection system and Appliances" in ClassNK Technical Information No.TEC-0874 (issued on 21 November 2011). However, ClassNK inform the revised Technical Information because the Marshall Islands Government has informed ClassNK of the Notice Rev.8/12. The previous ClassNK Technical Information No.TEC-0874 is herewith superseded. The revised requirements from Marine Notice No.2-011-14 Rev.4/11 are the maintenance and inspection for portable fire extinguisher on board. The revised parts from TEC-0874 are underlined. The Hong Kong Government has noticed ClassNK of the special requirements for Life-saving appliances and Equipment on board Hong Kong flagged vessels through "Some Frequently Asked Technical Information / Requirements for Hong Kong Registered Cargo Ships". Following requirements are to be applied to all Hong Kong ships regardless of date of construction. And the compliance with this regulation will be confirmed at the first survey after 15 December 2012 in respect of the Cargo Ship Safety Equipment Certificate. 1. Liferafts, if located at the aft/forward end of the ship and at a distance of more than 100 m from the closest survival craft, as required by SOLAS regulation III/31.1.4, should be regarded as "remotely located survival craft" with regard to SOLThis Technical Information became null and void on 8 Mar 2013.

As already advised in ClassNK Technical Information No.TEC-0872 issued on 10 November 2011, the revised MARPOL ANNEX V (Resolution MEPC.201(62)) will enter into force on 1 January 2013. The revised MARPOL ANNEX V prohibits the discharge of all types of garbage into the sea unless explicitly permitted under the revised Annex V. It is necessary for shipowners to prepare the revised Garbage Management Plan, revised Garbage Record Book, etc. by the end of this year. No conventional certificate or inspection to issue it is regulated under the ANNEX V, as in the past. ClassNK has ever done the appraisal service related MARPOL ANNEX V under voluntary base as requested by shipowners (refer to ClassNK Technical Information No.TEC-0307).
