The Marine Department of Malaysia has notified the special treatment procedure to issue International Energy Efficiency (IEE) Certificate for the Malaysian flagged vessels by their Shipping Notice (MSN 09/2012) in relation to the application of requirements of Chapter 4 ANNEX VI of MARPOL 73/78 as excerpted below.

Marine Department of Malaysia will issue IEEC for compliant ships. Ship owners /managers/operators are required to submit SEEMP of the ship for verification at least 2 (two) weeks before the Intermediate or Renewal survey of IAPP of the ship after 1st January 2013. New ships shall submit reports of preliminary and final verification of EEDI verified by an Approved Recognized Organization to Ship Safety Management Unit, Maritime Industrial Control Division, Marine Headquarters, Marine Department of Malaysia.

[For existing ships*]
・ International Energy Efficiency (IEE) Certificate will be issued by the Administration.
・ For issuing an IEE Certificate, ship owners/managers/operators are required to submit the ship's specific SEEMP directly to the Administration, at least 2 (two) weeks before initial survey which is conducted at the first intermediate or renewal survey of the International Air Pollution Prevention Certificate (IAPP Certificate), whichever is the first, on or after 1 January 2013.

The procedure of issuing an IEE certificate for new ships** to which the requirements of EEDI applies is now confirmed with the Administration. After confirmation, it will be provided by the revision of ClassNK Technical Information release.

* "Existing ship" means a ship which is not a new ship.
** "New ship" means a ship for which the building contract is placed on or after 1 January 2013, or in the absence of a building contract, the keel of which is laid or which is at a similar stage of construction on or after 1 July 2013, or the delivery of which is on or after 1 July 2015.
