Emergency escape breathing devices (EEBDs) onboard the Cyprus flag vessels

The Cyprus government has issued Circular No. 41/2021, which specifies the required arrangement and number of EEBD in paragraph 8 as follows; 1. Both MSC/Circ.849 and MSC/Circ.1081 should be followed 2. Irrespective of number of EEBD in place, at least 1 additional EEBD should be available onboard solely for training purposes and be clearly marked accordingly. The EEBD should be clearly marked as "training". Consequently, Circular No.7/2002 relevant to EEBD was revoked. Instructions from several flag states regarding IMO MSC.1/Circ. 1352 (CSS Code Annex 14) were announced in ClassNK Technical Information No. TEC-0995 dated 1 August 2014. The administration of Cyprus has advised relevant parties, including ClassNK, of their instructions regarding the application of the CSS Code as per attached. According to the instruction, the CSS Code Annex 14 is to be applied as a mandatory requirement to Cyprus flagged vessels as follows. - Containerships with a date of keel laying on or after 1 January 2015 are subject to the provisions of Annex 14. - Existing containerships with a date of keel laying prior to 1 January 2015 are subject to the provisions of sections 4.4, 7.1, 7.3, and 8 in Annex 14; and - Existing container

The Cyprus Government has noticed ClassNK of the information regarding evaluation and replacement of the lifeboat release and retrieval systems. Please be advised as follows. The Cyprus Government enacts their national legislation including Council Directive 96/98/EC on marine equipment as amended by Commission Directive 2008/67/EC. Therefore the Cyprus Government has notified of instruction for the Directive as follows. The provisions of Commission Directive 2008/67/EC come into force on the 21st of July 2009. The Cyprus government has notified of periodic servicing of launching appliances by Circular No.4/2005. Instead of the dynamic test in Reg. 20.11.1.3 of Chapter III of 96 Amendments to 74 SOLAS, a static load test with not less than 1.1 times the maximum working load (fully loaded and equipped survival craft) is applied to the winch brakes of launching appliances of ships constructed before 1st July 1986. We are enclosing herewith instructions regarding the subject matter received from the government of Cyprus. According to the instructions all Cyprus flag ships carrying dangerous goods, regardless of the date of their construction, are to comply with the requirements of SOLAS Reg. II-2/54.1 and 54.2, and be furnished with valid documents of compliance for the carriage of dangerous goods provided in SOLAS Reg. II-2/54.3, while under the provisions of SOLAS, the requirements are applicable only to those ships constructed on or after 1 September 1984. Cyprus Requirements with regard to Fire Control & Life Saving Appliances Plans

The Government of Cyprus issued Circular 19/99 requiring that Cypriot flag vessels should be provided with Fire Control & Life Saving Appliances Plans that comply with the requirements of the Circular 19/99.
