Carriage requirements for Bridge Navigational Watch Alarm System (BNWAS)(Excluding Japanese-flagged ships)
This is to notify that the amendment of the SOLAS, Chapter V/19 regarding the carriage requirements for Bridge Navigational Watch Alarm System (BNWAS) was adopted as IMO Resolution MSC.350(92) at the 92nd session of the IMO Maritime Safety Committee (MSC92) held in June 2013 and the carriage requirements for the ships constructed before 1 July 2002 were added as follows. This Technical Information supersedes ClassNK Technical Information No. TEC-0838 issued on 8 December 2010. 1. Applicable ships These new requirements shall apply to the following types of ships: (1) All cargo ships of 150GT and upwards; and (2) Passenger ships irrespective of size. 2. Amendment of the International Code for Fire Safety Systems (FSS Code) Chapter 6 was adopted as IMO Resolution MSC.327(90) at the 90th session of the IMO Maritime Safety Committee (MSC90) held in May 2012 and will be applied to ships constructed on or after 1 January 2014. Chapter 6 of this code specifies that sufficient foam-generating capacity shall be provided to ensure the minimum design filling rate for the system is met and in addition shall be adequate to completely fill the "largest protected space" within 10 minutes. A summary of the decisions taken at the ninety-second session of the Maritime Safety Committee (MSC 92) held from 12 to 21 June 2013 is presented hereunder for your information. 1. Adopted mandatory requirements The main mandatory requirements adopted at the session are as follows. Unified Interpretations on the technical provisions for permanent means of access for inspections required by SOLAS II-1/3-6 were approved as MSC.1/Circ.1464 (the amendments to MSC.1/Circ.1176 and MSC.1/Circ.1197) at the 92nd session of the IMO Maritime Safety Committee (MSC92) held from 12 to 21 June 2013. The amendments are based on UI SC191 (Rev.4), however, it was agreed not to include the interpretations that openings for passage may be reduced (Technical Provisions para. 3.10 and 3.11) in the amended circular. Based on this result of MSC92, IACS adopted UI SC191 (Rev.5) in line with the concerned IMO Circulars. Marine Safety Committee (MSC) has amended LSA Code 4.2(an average mass per embarked person for liferaft) by Res.MSC.293(87) at the 87th session and ClassNK Technical Information No.TEC-0881 dated 8 December 2011 has been issued for the information of the application date. Due to the instructions from the four Governments (Cyprus, Liberia, Malta, Singapore), the Technical Information has been revised as follows. The said No.TEC-0881 is revoked, accordingly. A summary of the decisions taken at the ninetieth session of the Maritime Safety Committee (MSC 90) held from 16 to 25 May 2012 is presented hereunder for your information. 1. The Annual Test of Automatic Identification System (AIS) was added to SOLAS Chapter V/18 by 2010 Amendments. This ClassNK Technical Information intends to provide information regarding the Annual Test of AIS. The Annual Test of AIS should be carried out by a ClassNK approved radio firm in accordance with the IMO MSC.1/Circ.1252, and a copy of the Test Report should be retained on board the ship. Implementation of Electronic Chart Display and Information System (ECDIS)
Paragraphs 2.1.4 and 2.10, 2.11 relating to the Electronic Chart Display and Information System (ECDIS) were revised and newly added to SOLAS Chapter V/19 at MSC86 in June 2009. ECDIS and back-up arrangement will be phased in from 1 July 2012. This ClassNK Technical Information intends to provide information regarding the requirements related to the implementation of ECDIS. 1. The design, testing and location of devices(flame screen, flame arrester, high velocity device etc.) to prevent the passage of flame into cargo tanks in chemical and oil/chemical tankers prescribed in MSC/Circ.677 was amended to MSC/Circ.1324 as follows. 1. Amendment The devices on chemical and oil/chemical tankers certified for the carriage of chemicals which are required to follow the apparatus group IIB(including no description of apparatus group) or IIC, based on the apparatus group assigned as per column i" in the table of the IBC Code, Chapter 17, should be tested with the ethylene(apparatus Group IIB) or hydrogen(apparatus Group IIC). Verification for the Material and Equipment containing Asbestos
In accordance with SOLAS Chapter II-1/Reg. 3-5, new installation of materials which contain asbestos shall be prohibited for all ships from 1 July 2002, except for some cases, e.g., gaskets used under high temperature, etc, and further, those exceptions are not accepted from 1 January 2011. Meanwhile, IMO pointed out that materials which contain asbestos are still newly installed onboard ships. In response to this, IACS adopted Unified Interpretation UI SC249 which requires the confirmation of asbestos-free declarations and supporting documentation as a verification method for asbestos-free. Summary of LSA Code amendments adopted by Marine Safety Committee (MSC) at the 87th session
Marine Safety Committee (MSC) has amended LSA Code by Res.MSC.293(87) at the 87th session. Revised points are mentioned as attached.
