Outcome of the IMO Assembly 22nd Session

A summary of the resolutions regarding technical matters which are relevant to the work of this society adopted at the 22nd session of the IMO Assembly held in November 2001 are given hereunder. Except for A.910 (22), these resolutions are of recommendatory nature only. However, if a flag State informs us of its intention to implement resolutions under its national legislation, such information will be notified in a separate technical information.

A.910 (22) Amendments to COLREGs (Effective on 23 November 2003)
Amendments to the International Convention on the International Regulations for Preventing Collisions at Sea, 1972 on the following matters:
- New rules for WIG Craft (a flying-boat like craft flying in the very low altitude where ground effect are in force) both in navigation and lights/shapes.
- Exemption of the bells for small (12-20m in length) craft, and amendments of the performance standard for whistle used for those craft.
- Amendments to the lights for high speed craft

A.911 (22) Uniform wording for referencing IMO instruments
Setting standard phrases for referencing IMO instruments in the convention. It categorized the way of reference as "mandatory", "not-inferior to" and "recommendatory"

A.913 (22) Revised Guidelines on the implementation of the ISM Code by Administrations
Amendments to the guidelines (A.788(19))following the incorporation of part of the code into the Code itself. The primary points are:
- Section 3 "Issuance and validity of DOC and SMC" is deleted as it has been incorporated into the Code by MSC Resolution MSC.104(73)
- The definition given in Section 1.1 is deleted as it has been incorporated into the Code by MSC Resolution MSC.104(73)
- The term "Periodical Verification" is replaced with the term "Annual Verification"
- Additional option for verification of DOC/SMC is added, I.e., it may be carried out by other flag Administration by request.
- The forms of DOC/SMC are deleted as it has been incorporated into the Code by MSC Resolution MSC.104(73)

A.916 (22) Guidelines for the recording of events related to navigation
The guideline for recording of events as required by SOLAS Reg V/28 (SOLAS 2000 Amendments ? MSC.99(73)) In principle, these records should be recorded in the log book, however, other alternative measures may be accepted.

A.917 (22) Guidelines for the onboard operational use of shipborne Automatic Identification Systems (AIS)
Operational guidelines for operation of AIS which are required by SOLAS Reg. V/19 ((SOLAS 2000 Amendments ? MSC.99(73)) It provides for matters were caution is required, and the inherent limitations of AIS.

A.921 (22) Assembly resolutions superseded by the 1995 amendments to the STCW convention
It gives notice of the list of Assembly resolutions which become invalid after the full implementation of 1995 Amendments to the STCW Convention on 1 February 2002 (given hereunder).
