The U.S. Coast Guard recently revised "33CFR157, Subpart G, H & I" of their Rules.
According to the revised "33CFR157,§157.455", tank vessels without double hulls carrying "petroleum oils" and/or "Non-Petroleum Oils" and/or "Animal Oils" and/or "Vegetable Oils" of 5,000 gross tonnage or more are required to have a Certificate issued by the Flag Administration or the authorized Classification Society certifying that the vessel was carried out the necessary maneuvering performance capability tests in accordance with the requirements of IMO Resolution
A.751(18) ("INTERIM STANDARDS FOR SHIP MANOEUVRABILITY"). The results of these maneuvering performance capability tests as specified in the Standard Format of Appendix 6 of MSC/Circ.644 ("Explanatory Notes to the Interim Standards for Ship Manoeuvrability") are to be displayed in the wheel house.

With regard to this maneuvering performance capability, this Society is ready to issue the required Certificates to those vessels which have carried out the following tests in accordance with the requirements of Annex B.2.3.1., "Guidance for the Tests of the Ship Manoeuvrability" in Part B "Class Survey" of the Society's "Guidance for the Survey and Construction of Steel Ships" or the vessels which have the official test results from having carried out these tests.
Please also submit the Standard Format (Appendix 6) mentioned the Ship's maneuvering performance capability when you apply to us to issue the Certificate.

2. Stopping Test
3. Initial Turning Test
4. Zigzag Test
5. Other Manoeuverability Tests such as Spiral Test, Pull-out Manoeuvre Test and Modified Zigzag Test (Currently reference tests only )
