"IHM Certificate to Part I of the Inventory of Hazardous Materials" and "EU Regulation on Ship Recycling" for Japanese flagged ships
This technical information, hereinafter referred to "TEC", introduces the guidelines on both "IHM Certificate to Part I of the Inventory of Hazardous Materials" and "EU Regulation on Ship Recycling" applicable to Japanese flagged ships, consolidating both TEC-1184 and TEC-1223. This TEC supersedes TEC-1184 and TEC-1223 which are being consolidated.
The Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009, hereinafter referred to "The Convention", was adopted in May 2009. The Convention has yet to enter into force, but the Japanese law for Ship Recycling was promulgated on June 20, 2018, and the relevant ordinance was enacted. With this, before the Convention coming into force, it became possible to issue voluntarily SOC for Inventory of Hazardous Materials onboard the ship, hereinafter referred to "IHM Certificate". Accordingly, in line with the Convention, until the Convention comes into force, we, ClassNK, carry out the survey equivalent to the survey stipulated in the Convention for steel ships registered in ClassNK of 500 gross tonnage and over, which is optional and not mandatory. Details on the survey are as follows:
1. Initial Survey
(1) Outline:
The initial survey is to ascertain that Part I of the IHM is consistent with the arrangements, structure, and equipment of the ship.
(2) Required documents:
Please submit the documents below and a completed application to ClassNK Ship Management Systems Department.
(i) Part I of the IHM
(ii) Material declaration (MD) and Supplier's Declaration of Conformity (SDoC) or references that can confirm those
(iii) Other documents as deemed necessary
When developing Part I of the IHM in line with Regulation 4.2 in the Annex of the Convention, please submit the documents below in addition to (i), (ii) and (iii) above.

(v) Result of onboard visual/sampling plan
