Compliance with the EU Ship Recycling Regulation-For Japanese flagged vessels

As announced in ClassNK Technical Information No. TEC-1184, prior to the entry into force of the Hong Kong Ship Recycling Convention, an international certificate on inventory of hazardous materials (IHM certificate) is voluntarily issued to Japanese-registered vessels in accordance with the "Ship Recycling Law" and the relevant government ordinances.
On the other hand, Regulation (EU) No. 1257/2013 on Ship Recycling (EU-SRR) will be applied to non-EU-registered ships from December 31, 2020, and these ships calling at EU member states will be required to have an approved Inventory (IHM) and a statement of compliance (SOC) issued by their flag state or an organization on behalf of the flag state.

This time, the Japanese Government (hereinafter referred to as "JG") announced that, in addition to the IHM certificate, they issue a statement of compliance(SoC) to certify that the IHM fully complies with article 12 of Regulation (EU) 1257/2013 at the request of a shipowner. For the issuance procedure, etc., please refer to the TEC-1223 in Japanese version.

ClassNK also issue a statement of compliance (SOC) equivalent to the above for the ships having an IHM certificate issued by the JG in the following manner at the request of a shipowner. In this case, fee for issuing an SOC (JPY 16,900) will be charged.

1. In cases of applying for the SOC before the effective date (December 31, 2020) of the EU regulation.
Please fulfill the application form, which is available from the link below, and apply to our Ship Management System Department with a copy of the "IHM certificate" issued by the JG.

2. In cases of applying for the SOC after the effective date (December 31, 2020) of the EU regulation.
Please fulfill the application form, which is available from the link below, and apply to our Ship Management System Department with a copy of the "IHM certificate" issued by the JG.
If the brominated flame retardant hexabromocyclododecane (hereinafter referred to as "HBCDD") is used in the parts to be replaced after the effective date of the EU regulation, it is necessary to record it in the inventory (IHM). If applicable, please submit a copy of the latest inventory (IHM).
