Carbon Intensity Indicator (CII): Development & verification of SEEMP Part III

In accordance with the CII rating requirements from year 2023, the ships subject to the CII rating are required to develop a SEEMP Part III on or before 31 December 2022, which should be confirmed by the Administration or a Recognized Organization (RO). Please see the below for the details.

Introduction

SEEMP Part I

In accordance with MARPOL Annex VI, on or after 1 January 2013, ships of 400 gross tonnage and above engaged in international voyage should retain a Ship Energy Efficiency Management Plan (SEEMP) Part I on board.

IMO DCS and SEEMP Part II

In addition, amendments to MARPOL Annex VI, adopted in 2016, request ships of 5,000 gross tonnage and above engaged in international voyage to collect and report their fuel oil consumption data to the Administration or a Recognized Organization (RO) from year 2019 (IMO DCS). The ships subject to the IMO DCS are required to develop a ship fuel oil consumption data collection plan (SEEMP Part II) and the plan should be confirmed by the Administration or an RO.

CII Rating and SEEMP Part III

Further amendments to MARPOL Annex VI (IMO Resolution MEPC.328(76)) were adopted at 76th session of the IMO’s Marine Environment Protection Committee (MEPC 76) in 2021, and the CII rating is introduced from 1 January 2023 based on the annual fuel consumption of each ship. The ships subject to the CII rating are required to develop a SEEMP (Part III) to include "CII calculation methodology", "Required CII values over the next 3 years", "implementation plan for achieving the required CII" and "procedures for self-evaluation and improvement", which should be confirmed by the Administration or an RO. From 2023, the IMO DCS data will be subject to the CII rating, and a rating (A, B, C, D or E) will be given to each ship from 2024. For ships that have E rating in any year or D ratings for 3 consecutive years, it is required to develop a corrective action plan in the SEEMP Part III and the plan should be confirmed by the Administration or an RO.

This page provides information for the preparation and submission of the SEEMP Part II & Part III for verification as well as Data Collection, aggregation and reporting for fuel oil consumption and also the general explanations of the requirements on IMO DCS & CII rating and the relevant procedures for its implementation.

1. Application

SEEMP Part I

SEEMP Part I applies to ships of 400 gross tonnage and above engaged in international voyage. (It is not applied to ships not propelled by mechanical means, and platforms including FPSOs, FSUs and drilling rigs, regardless of their propulsion.)

IMO DCS and SEEMP Part II

IMO DCS and SEEMP Part II apply to ships of 5,000 gross tonnage and above, for which the SEEMP Part I is required to be retained on board.

CII Rating and SEEMP Part III

CII Rating and SEEMP Part III apply to the following ships which are required to report IMO DCS:
Bulk carrier, Gas carrier, Tanker, Containership, General cargo ship, Refrigerated cargo carrier, Combination carrier, Ro-ro cargo ship (vehicle carrier), Ro-ro cargo ship, Ro-ro passenger ship, LNG carrier and Cruise passenger ship

2. Requirements and implementation schedule

The following requirements are applied.

1) Retaining the "Ship management plan to improve energy efficiency (SEEMP Part I)" on board

2) Review of the "Ship fuel oil consumption data collection plan (SEEMP Part II)" by the Administration or an RO, and retaining the SEEMP Part II and Confirmation of Compliance-Part II on board

3) Review of the "Ship operational carbon intensity plan (SEEMP Part III)" by the Administration or a RO, which contains CII calculation methodology, required CII over the next 3 years, implementation plan for achieving the required CII and procedures for self-evaluation and improvement, and retaining the SEEMP Part III and Confirmation of Compliance-Part III on board
i. Ships for which the delivery is on or after 1 November 2022: on or before the date of delivery
ii. Ships other than above (i): on or before 31 December 2022

4) Data collection for fuel oil consumption and relevant parameters
- Collecting annual data from 1 January to 31 December (i.e. calendar year)

5) Aggregation of the collected data, calculation of the CII and the CII rating, and reporting to the Administration or an RO
- Within three months after the end of each calendar year
- The data from 2023 will be subject to the rating

6) In the case of a rating result of E in any year or a rating of D for 3 consecutive years, it is necessary to fill out a corrective action plan in the SEEMP III and submit it to the Administration or an RO.
- Within four months after the end of each calendar year

7) Verification of the reporting data including the CII rating result, verification of the revised SEEMP Part III including a corrective action plan, and issuance of Statement of Compliance by the Administration or an RO
- Not later than five months after the end of each calendar year

8) Company audits on SEEMP Part III
- Not later than six months after the issuance of the Statement of Compliance at the latest

9) Access to the disaggregated data that underlies the reported data
- Not less than twelve months after the end of each calendar year

10) Updating every three years on SEEMP Part III
- It is necessary to update the contents of SEEMP Part III (required CII over the next 3 years, implementation plan to achieve the required CII, procedures for self-evaluation and improvement) and obtain the confirmation by the Administration or an RO every three years after 2025. (a renewed Confirmation of Compliance-SEEMP Part III will be issued.)

Procedures

The following procedures are to be followed.

1. Development of SEEMP and verification

1.1 SEEMP Part I

(1) Development
It is required to develop a ship management plan to improve energy efficiency (SEEMP Part I) according to IMO Resolution MEPC.346(78) "2022 GUIDELINES FOR THE DEVELOPMENT OF A SHIP ENERGY EFFICIENCY MANAGEMENT PLAN (SEEMP)". However, it is not necessary to obtain the confirmation of contents by the Administration or an RO, except for Japanese flag vessels.

As for sample form of SEEMP Part I and the contents to be described, please refer to the IMO guidelines (Resolution MEPC.346(78), Appendix 1).

1.2 SEEMP Part II

(1) Development
The ships subject to the IMO DCS are required to develop a ship fuel oil consumption data collection plan (SEEMP Part II) according to IMO Resolution MEPC.346(78) "2022 GUIDELINES FOR THE DEVELOPMENT OF A SHIP ENERGY EFFICIENCY MANAGEMENT PLAN (SEEMP)" and SEEMP Part II should be confirmed by the Administration or an RO.
As for sample form of SEEMP Part II and the contents to be described, please refer to the IMO guideline (Resolution MEPC.346(78), Appendix 2). For your reference, sample inputs of SEEMP Part II are available in the below links;

(2) Application for verification
ClassNK has updated the Web application “ClassNK MRV Portal” for the functions to submit and apply SEEMP Part II. Please refer to the user guide “SEEMP Part II&III approval (In case of New building/Company change)” posted in “2.3 ClassNK MRV Portal User's guide”.

1.3 SEEMP Part III

(1) Development
The ships subject to the CII rating are required to develop a ship operational carbon intensity plan (SEEMP Part III), which include CII calculation methodology, required CII values over the next 3 years, implementation plan for achieving the required CII and procedures for self-evaluation and improvement, according to IMO Resolution MEPC.346(78) "2022 GUIDELINES FOR THE DEVELOPMENT OF A SHIP ENERGY EFFICIENCY MANAGEMENT PLAN (SEEMP)". SEEMP Part III should be confirmed by the Administration or an RO.
As for sample form of SEEMP Part III and the contents to be described, please refer to the IMO guidelines (Resolution MEPC.346(78), Appendix 3).
As informed by ClassNK Technical InformationTEC-1271, ClassNK has updated the Web application “ClassNK MRV Portal” for the functions to prepare, submit and apply SEEMP Part III. We offer users an easy-generation function of SEEMP Part III on MRV Portal using a standard template of SEEMP Part III. Users can apply a single standard template to multiple SEEMP Part IIIs of your existing vessels if the contents are fit to be commonly used for those ships.

(2) Application for verification
Please refer to the user’s guide “SEEMP Part III approval (For ships having SEEMP II)” posted in “2.3 ClassNK MRV Portal User's guide” for ships defined in 3) ii of the paragraph “2. Requirements and implementation schedule”. Please refer to the user’s guide “SEEMP Part II&III approval (In case of New building/Company change)” for ships defined in 3) i of the paragraph “2. 2. Data collection for fuel oil consumption and Aggregation of the collected data, and reporting to the Administration or an RO and verification

2.1 Collection, Reporting and Verification of data using ClassNK MRV Portal

IMO DCS requires collecting and reporting of data for fuel oil consumption on or after 1 January 2019.
ClassNK offers web-application for verification of IMO DCS and EU MRV called "ClassNK MRV Portal”. The functions for providing the report template, data reporting, data management on shore, application for verification, Statement of Compliance and invoice management are available.
This system is enabled to connect to other Reporting Systems (*) developed by your own company or third party providers, and thereby will avoid the on-board duplication of works.

2.2 Application for ClassNK MRV Portal

“NK-SHIPS” users can apply ClassNK MRV Portal through the Web Service Portal. By applying from Web Service Portal, you can easily use Portal for IMO DCS, because in case of NK classed Ships, auto-input of the ship/company details and identification of ships by NK-SHIPS database is available.

2.4 Support for the CII Rating

ClassNK is conducting work to improve the ClassNK MRV Portal by adding the functions toward the start of the CII rating in January 2023. Consequently, the information related in CII will be added to IMO DCS annual report as well as the users can report according to the CII guidelines. ClassNK will also add a function to support preparation of corrective action plan for low-rated ships with a rating result of E in any year or a rating of D for 3 consecutive years.

Simplified CII Assessment Tool

ClassNK has created a simplified CII assessment tool and made it available on here. This assessment tool is capable of automatically calculating the ship’s CII rating when the user enters a ship type, DWT and the annual values of fuel consumption and distance travelled.
It should be noted that this is an assessment tool that allows ship companies to perform calculation voluntarily, which is different from actual verification.
