The infamous terrorist attacks on the World Trade Center in New York on 11 September 2001 were the preface to the following. Chapter XI-2 Special Measures to Enhance Maritime Security was adopted by the IMO as a new chapter in the SOLAS Convention, The International Ship and Port Facility Security (ISPS) Code, referred to in this new chapter of SOLAS, came into effect on 1 July 2004.

All passenger ships and cargo ships of 500 GT and above, engaged in international voyages must conform with the Code and will be required to possess an International Ship Security Certificate (ISSC).

ClassNK conducts such audits on behalf of flag Administrations and issues International Ship Security Certificate (ISSC) under their authority. ClassNK boasts one of the largest shares of registered ships in the world according to the International Association of Classification Society (IACS). And ClassNK conducts approval of Ship Security Plan (SSP) on behalf of flag Administrations also.
